Description
The Space and Naval Warfare Systems Center Charleston (SPAWARSYSCEN Charelston) is soliciting information from potential sources to provide a Ku and S-Band antenna system for the South Pole TRDSS Relay Ground Terminal Replacement (SPTR-2). The purpose of the SPTR-2 terminal is to provide a communications link from the Amundsen-Scott South Pole Station in Antarctica to NASA???s Space Network. The primary function of the communications link is the transmission of science data from the South Pole to the scientific community in the United States. The secondary function is the transmission of operational data and email. The SPTR- 2 terminal will provide network connections between the South Pole local area network and the USAP Enterprise Backbone Network. SPTR-2 will provide full duplex network connectivity using S and Ku-band frequencies through the NASA Space Network. The attached document (SPTR-2 ATTACHMENT1), provides the specifications required. If responding to this RFI, respondents should consider the antenna with S and Ku- Band frequencies with Ka-Band as an option in the feed, the requests for sparing and vendor philosophy, and the request for floor space at the vendor facility for integration and testing with a TDRSS satellite prior to shipping the system to the South Pole Station for installation in the FY09 austral summer season. Respondents should include in their response if the company is ISO 9000 certified. The procurement will be for one (1) Antenna System. A Firm- Fixed-Price type contract is anticipated. The NAICS code is 334220 with a size standard of 750 employees. NOTE: This notice is for planning purposes only. Responses shall be submitted to the Contracting Specialist, Don Bickford via e-mail to don.bickford@navy.mil. by 4 June 2007. Responses must include the following: (1) name and address of firm; (2) size of business, including: average annual revenue for past three years and number of employees; (3) ownership (including Country of Ownership), indicating whether: Large, Small, Small Disadvantaged, 8 (a), Women-Owned, HUBZone, Veteran- Owned and/or Service-Disabled- Veteran-Owned Business, and Central Contractor Registration (CCR) information; (4) number of years in business; (5) two points of contact, including: name, title, phone, fax, and e-mail address;and (6) DUNS Number (if available THIS SYNOPSIS IS FOR INFORMATION AND PLANNING PURPOSES ONLY AND IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT, OR ANY FOLLOW-UP INFORMATION REQUESTS. RESPONDENTS WILL NOT BE NOTIFIED OF THE RESULTS OF THE EVALUATION. THE GOVERNMENT RESERVES THE RIGHT TO CONSIDER A SMALL BUSINESS SET-ASIDE OR 8(A) SET- ASIDE BASED ON RESPONSES HERETO.
