Courtney.linde@randolph.af.mil The 12th Contracting Squadron, Randolph AFB TX, has a requirement to relocate a C-130B. This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 and 13.5 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This requirement is a 100% small business set-aside. The government intends to award based on price. The associated North American Industry Classification System Code (NAICS) is 484220; size standard $23.5 million. The provisions at FAR 52.212-1, Instructions to Offerors--Commercial Items, are applicable to this solicitation. Interested parties may submit a written quote in accordance with FAR 52.212-1. Oral quotes will not be accepted. Your quote should include your Cage Code, DUNS, and Tax Identification numbers. To be eligible to receive an award resulting from this RFQ, contractors must be registered in the DoD Central Contractor Registration (CCR) database, no exceptions. FAR 52.252-5, Authorized Deviations in Provisions, para (b) fill-in: Defense Federal Acquisition Regulation Supplement (48 CFR, Chapter 2), and AFFARS 5352.242-9000 Contractor Access to Air Force Installations. 1. Description of Work: The contractor shall provide all personnel, transportation, equipment, tools, labor, supplies, materials, and supervision, required to disassemble, and relocate a C-130B aircraft from Inter-American Air Forces Academy (IAAFA), Lackland AFB, Texas, to the 344th TRS Career Enlisted Aviator Center of Excellence (CEA CoE), Medina Annex Complex also at Lackland AFB, Texas. The contractor shall re-assemble the aircraft on site to its original configuration and mechanical non-flying functional status. The contractor shall secure the aircraft fuselage to the site foundation. The contractor shall re-seal and weather proof all the re-assembled sections. Re-touch the painted surfaces with similar paint shade and specifications. Structural and system integrity will be maintained, crew and ramp doors will be operational. 2. PERSONNEL: Contractor personnel shall present a neat appearance, and wear badges which contain the company name and employee name. The contractor shall use whatever personnel he deems necessary for completion of the project and shall be properly licensed and insured as required by any pertinent governmental regulations and requirements. 3. PHYSICAL SECURITY: The loads shall be adequately secured to prevent collateral damage in the event of a mishap. The driver, vehicle and load shall be properly licensed and insured. The contractor shall obtain a vehicle pass for each vehicle used on Lackland AFB Base, San Antonio, TX. during the performance period. The contractor shall be responsible for safeguarding all government property. At the close of each work period, government facilities and materials shall be secured. 4. CONTRACT HOURS OF OPERATION: Work Schedule Normal Hours: The contractor shall schedule the work between the hours of 7:30 AM and 4:15 PM Monday through Friday. Changes to any work hours must be coordinated through Reimo Estrada. Recognized Holidays. The contractor shall not schedule work on the following days: President? Day. Memorial Day. Independence Day. 5. SPECIFICATIONS: The contractor shall complete the specified actions according to the dimensions, notes, and specifications agreed upon by Trainer Development within 30 calendar days from the award of contract. The contractor shall provide all parts and materials equal to or as specified. The contractor will be responsible for all dimensions and specifications and insure the aircraft will be re-assembled as required by the technical order for the C-130B. The contractor will consult with and obtain approval from Trainer Development prior to any deviation, substitution or change from the specifications and/or drawings. Approval will be coordinated through Reimo Estrada, between the hours of 7:00 AM and 4:00 PM Monday thru Thursday. Any change, revision or addendum from the original specifications and drawings may require a re-negotiation of costs and time. 6. SPECIFIC TASKS: The contractor will move a C-130B aircraft with cargo door and ramp, landing gear, wings, engines, horizontal and vertical stabilizers from Inter-American Air Forces Academy (IAAFA), Lackland AFB, Texas, to the 344th TRS Career Enlisted Aviator Center of Excellence (CEA CoE), Medina Annex Complex also at Lackland AFB, Texas. The contractor shall disassemble and assemble components and structures as required. The contractor shall reassemble the aircraft to its original physical configuration functional status, excluding flight worthiness (no-flying). The contractor shall secure/install C-130B aircraft on site (concrete pad). In the event the contractor encounters problems that may prevent or delay the scheduled delivery, the contractor shall immediately call the C-130B Project Manager, Reimo Estrada, or his approved alternate at (210)652-3262 between the hours of 7:00 AM and 4:00 PM Monday thru Thursday. 7. TECHNICAL DATA: 132 FT 7 IN wingspan, 52 FT 8 IN horizontal stabilizer wingspan. 16 FT 4 IN Fuselage width, 15 FT from ground to fuselage top surface, 38 FT 5 IN from ground to vertical stabilizer top surface. Approximately empty weight: 85,000 Lbs. Performance period shall not exceed 30 calendar days from start of work. POC for Lackland location: MSgt William S.
