Description
The USDA, ARS, LSO intends to solicit and negotiate with only one source Giddings Machine Company, 631 Technology Circle, Windsor, CO 80550-3126 for a soil sampler mounted on a utility vehicle. This sampler and vehicle must be suitable for research plot work. The sampler requirements are as follows: 2-cylinder OHV engine with a minimum of 25 hp. The sampler must be equipped with 12 volt starter and alternator completely separate from the Utility vehicle power unit. Sampler must have a master cylinder stroke of at least 42 inches. The cylinder must also generate at least 4000 lbs. of Down Force and at least 2800 lbs. of Pull Force. Also must have a swinging mast to allow for side-to-side movement. Also must have heavy duty rotary head with a hollow spindle bore and Kelly Bar system to allow for sampling to extended depths. Sampler must have a 4-way leveling system, anchoring system and a side mounted tool box and work bench. The utility vehicle must have the following: 6x6 configurations to provide for low psi impact and on-demand true 6-wheel drive, 4-valve, 4-stroke single cylinder liquid-cooled engine, minimum of 1750 lb payload and 1250 lb cargo capacity, at least 7 inch ground clearance and a roll over protective structure to provide for maximum operator safety. This procurement will be made pursuant to FAR 6.302-1(2) (C)(ii). No telephone inquiries will be accepted. Interested parties should submit written responses including prices and technical data sufficient to determine capability to meet the entire requirement and must be received in this office within 10 calendar days after publication of this notice. The government anticipates award of a contract resulting from this solicitation to the responsive/responsible offeror whose offer conforms to the solicitation and is most price advantageous to the government. This acquisition is being conducted under the Federal Acquisition Streamlining Act, Simplified Acquisition Procedures. The anticipated award date is June 12, 2007. Payment: Any award made under this solicitation is subject to 31 CFR Part 208 that requires all payments made by the government to be made by electronic funds transfer. Vendors may meet this requirement by acceptance of government purchase card or providing a Vendor Express Number. If a company has not previously enrolled in the Vendor Express Program with USDA, they should call the National Finance Center at 1-800-421-0323 for an enrollment package. All offers must include with their quotation a completed copy of FAR 52.212-3 available at www.arnet.gov/far.
