Description
The Centers for Disease Control (CDC), National Institute for Occupational Safety & Health (NIOSH), Spokane Research Laboratory (SRL) has a requirement for a contractor to Develop Training Materials and Teach Two Classes on Risk Management for U.S. Mining Industry, as well as Develop Training Materials & Teach Two Class for Facilitator Training in the United States. The specific project need is to transfer the theory and practice of Major Hazard Risk Management, as successfully practiced in Australian mines, to the US mining industry through workshops directed to mine managers, labor leaders mine site facilitators. NIOSH has an ongoing pilot project to evaluate the potential for Risk Assessment and Management in the US through interactive risk assessment at several mining company properties and through the evaluation of a mine selected risk topic. One of the purposes is to evaluate the distinctive management and operational character of the US mining industry. Although initially focused on the recent mine disasters, it is evident from the ongoing NIOSH study that risk based safety management systems have a broader positive impact on safety but training and exposure of mine personnel to risk management and risk assessment are both critical and extremely important. One of the findings of NIOSH personnel working with US companies showed; the that the lack of experience of working with risk management or the lack of experience of working in a large company in a foreign setting where risk management was conducted; the US mining industry must be trained in risk management and risk assessment tools. In order to continue the work started under the NIOSH pilot project for US risk management assessment, NIOSH will continue the work to educate the US mining industry. The overall industry needs training in order to better understand risk management and risk assessment. Therefore, NIOSH will hold a series of training workshops open to the US mining industry to outline specifically what risk assessment and risk management actually means within the mining culture and second gather the broadest management and labour representation horizontally and vertically for the training in order to have the highest and most efficient impact. The time frame for the workshops is approximately 15 months with training sites selected at different US geographical locations which are close to various US mining commodities. The purpose is to build understanding for the wider use of the Risk Assessment and Management process and to maximize the highest positive impact across the entire US mining industry. 1. Develop a NIOSH training module, ?Overview of Risk Management and Risk Assessment? 2. Develop a NIOSH training module ?Facilitator Training for Risk Assessment and Risk Management? 3. The expert will teach the facilitator training at NIOSH sponsored training venues in various US geographical locations. Reports on case studies and review of NIOSH reports are due within six weeks of completion of the case study or transmittal of the report for review, with an estimated time of project completion 12/22/2007. Coal mining in Australia has traditionally been subjected to industry specific prescriptive laws and regulation similar to the United States. In response to mine disasters in Australia in the 1990?s, several state governments mandated risk management and hazard management planning to eliminate mine disasters in Australia. The states of Queensland, Western Australia and New South Wales, where major mining occurs have been at the fore front of mineral industry risk management internationally. There have been dramatic changes in how mines approach risk in Australia with major reductions in disaster potential and fatalities resulting. The professionals who are trained in risk management with an intimate knowledge of mining are people who have worked and practiced this field in Australia. One of those persons is Simon Destree-Thompson. Mr. Destree-Thompson has worked in risk management applied to mining since its inception in Australia in 1994. Mr. Destree-Thompson has represented the Australian government at international safety councils, has been Chief Inspector of Metalliferrous Mines for the Queensland Department of Minerals and Energy and worked with companies such as BHP WMC and Rio Tinto. Mr. Destree-Thompson has moved to Houston Texas, making his unique experience readily available for transfer to the US mining industry. Responsible sources that believe they possess the expertise and capabilities identified above are encouraged to submit to the Contracting Officer within 15 days from the posting date of this notice their capabilities statement and supporting information in any form they choose. The Government will review any/all capabilities statements and supporting information submitted and determine if other qualified sources do exist that could provide the requirement. If no affirmative responses are received within 15 days, in accordance with FAR 13.106-1(b)(1), negotiations will be conducted with Simon Thompson Associates, Houston, TX, as the only source and a purchase order will be issued without any additional notices being posted.
