Description
The Centers for Medicare and Medicaid Services (CMS) intends to award on a sole source basis, under simplified acquisition procedures (threshold of $100,000) a government purchase order to American Indian Health Management & Policy, Inc., 650 North, 2nd. Ave., Phoenix, AZ. 85003-1519 for the following services under NAICS Code of 541618. In the CMS Tribal Technical Advisory Groups five-year American Indian and Alaska Native (AI/AN) Strategic Action Plan for the Agency, one of the top priorities identified is the need for annual Medicare, Medicaid and SCHIP training tailored to the unique needs of Indian Country. They recommend that CMS Tribal Affairs Group work with Regional Offices and partners, such as the Indian Health Service and Tribal Health Boards, ensure that 1 to 2 days of training on an annual basis will be provided in each of the twelve (12) Indian Health Service geographic areas. The target audience will be the provider and administrative staffs of the ITU system as well as Tribal leaders. CMS intends to provide training tailored to the needs of providers in the Indian Health Service, Tribe and Tribal Organization and Urban Indian Health Care system (ITU), as well as other key stakeholders, such as Tribal Leaders. The purpose is to increase understanding of our programs and their ability to do further outreach to American Indian and Alaska Native beneficiaries who are eligible to enroll in our programs. Tribal Leaders will better understand the role that CMS plays in increasing access to health care services for their tribal members and understand better the efforts to enroll members of their communities in Medicare, Medicaid and SCHIP. This contract will facilitate the development of a series of training modules related to Medicare, Medicaid and SCHIP as these programs pertain to those mentioned above. CMS program regulations apply uniquely to ITU health care programs and the contractor will ensure that the training modules incorporate not only information about the programs in general but the unique differences applicable to Indian Country as well. Existing training provided by CMS does not address the unique attributes of how Medicare, Medicaid and SCHIP apply to ITUs and are therefore confusing to ITU providers and Tribal leaders. Successful development and execution of these specific training modules requires a team with a unique set of expertise. They must have an intimate knowledge of AI/AN culture and communication; current working relationships with key members of the Indian healthcare community; as well as academic, clinical, and practical backgrounds and a working understanding of CMS programs. American Indian Health Management & Policy (AIHMP) works in partnership with Tribal programs, government agencies, and healthcare service providers to more effectively meet the healthcare needs of American Indians. AIHMP strives to assist these entities in delivering modern methods in culturally appropriate ways. AIHMP has a unique team with clinical and academic training combined with expertise in health policy, public health, health administration, and private sector insurance. They have specialized understanding and first hand experience in American Indian health system including 3rd party billing and collections by Indian health facilities. AIHMP has a current working relationship with American Indian/Alaska Native communities and Tribes. AIHMP works with Tribal programs to better understand their healthcare options, design effective and culturally appropriate healthcare programs for their communities, and learn how to more effectively work with government agencies. Their services to Tribal programs include:Health Program Development and Feasibility Studies to Expand Services;Program Evaluations, Strategic Planning and Gap Analyses;Strategies to Improve Access To Healthcare Services;Education Programs (Indian Health Policy, Health Information, Etc.);Cultural Awareness Training and Culturally Relevant Marketing Programs;Third-Party Billing Services. AIHMP helps healthcare service providers better understand the beliefs, values, and communication styles that must be addressed to effectively provide modern medical products and services to American Indians. The skills, knowledge and expertise AIHMP bring to the table are uniquely suited to CMS Tribal Affairs Groups training requirements. Culturally competent training for this special, complex, and diverse audience requires the balance of skills. All other interested parties must possess the same level of expertise as the intended sole source and have a current existing relationship with the intended audience of American Indian/Alaska Native.
