- The purpose of this Special Notice is to provide information on and to solicit comments on a planned acquisition of secure identity document personalization system suites able to personalize secure United States Citizenship and Immigration Services (USCIS) identity documents. This requirement includes equipment, integration software, systems integration, training, warranty, maintenance support services and system related consumables, in accordance with the attached Statement of Objectives and System Specification. Vendors are asked to provide questions/comments regarding: the availability and capability of such systems, contemplated contract type, contemplated CLIN structure, delivery capability, standard and extended warranty information, maintenance requirements, the Statement of Objectives, and System Specifications. An Indefinite Delivery/Indefinite Quantity type contract with a one-year base period and four one year option periods is contemplated. It is anticipated that the minimum guarantee would be system suites capable of personalizing 8.5 million documents per year with a maximum quantity being system suites capable of personalizing 28 million documents per year. The contemplated CLIN structure, SOO and Specifications are attached. Vendors providing comments shall cite the document name, section, paragraph, and page numbers to ensure traceability. It is anticipated that any formal RFP will be on a full and open competition basis. This Special Notice is not a request for proposals and in no way obligates the Government to award a contract. Questions and comments are requested by June 20, 2007.
