- This announcement is for informational purposes only. This is not a Notice of Issuance of Request for Proposals, but a Sources Sought Notice. The Department of State (DOS) Bureau of Administration, Office of General Services Management intends to award a five-year Time and Materials contract to include a base year plus four option years. DOS is seeking competitive 8(a) firms ONLY that can provide qualified personnel to perform professional locksmith services to include installation services, a fast-response and emergency repair service, reliable maintenance, and a selective stock of locks, associated hardware, and spare parts. It is the intention of DOS to compete this requirement among 8(a) firms only. The service shall be available twenty-four (24) hours/day, seven (7) days a week, including Saturdays, Sundays, and Holidays. Locksmiths will be working on site and service the Harry S. Truman Building in Washington, D.C, with two locksmiths on site at the Harry S. Truman Building, Monday through Friday 7:00 am to 5:00 pm; one locksmith from 7:00 am to 4:00 pm, and one locksmith from 8:00 am to 5:00 pm. Additional locksmiths shall be available to respond to emergency needs and to service requests from the State Department annexes. Buildings/annexes to be serviced are the President?s Guest House (Blair House), the National Foreign Affairs Training Center, and more than thirty-five State Department annex facilities in the National Capitol Area and Field Offices in the United States. It is estimated that the contractor will be tasked to provide 6,240 labor hours of locksmith services annually, and maintain an inventory of material valued at approximately $10,000.00. The contractor will provide manpower, management, supervision, training, and materials as needed to support the activities described above. Contractor is required to maintain personnel on duty and telephone service to provide full-time response capability. The Government will maintain and provide a locksmith shop within the Harry S. Truman building equipped with key cutting machines, a drill press, and a limited inventory of spare parts. The contractor must maintain a lock shop within a 25 mile radius of the Harry S Truman building. Special Requirements: The contractor must be a certified dealer of Medeco lock systems with Z03 Keyway and be authorized and qualified for both on-site and in-shop work on Medeco ZBD DBK biaxial system and Kaba-Mas X-09 certification. Must have knowledge of electronic security and work in conjunction with electrical/electronic annunciator, alarm and surveillance systems. The contractor personnel must be Top Secret and SCI cleared. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be given to those firms who have expressed an interest in this procurement by the specified date and time stated in this announcement. Interested offerors/vendors having the required specialized capabilities to meet the above requirement should submit a capability statement of 10 pages or less indicating the ability to perform all aspects of the effort described herein. You may submit appropriate documentation, literature, brochures, and references. Responses must include the following: name and address of firm, size of business; supporting information that confirms firm is 8(a) certified. This synopsis is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. Respondents deemed fully qualified will be considered in any resultant solicitation for the requirement. All responses shall be submitted to Deborah Koplen no later than June 15, 2007 by 3 pm EST. Only those firms responding to this announcement by the response date of June 15, 2007 by 3:00 pm eastern standard time, and have been determined by the Government to be fully qualified will be allowed to participate in this procurement.
