- NOTICE OF INTENT TO AWARD A SOLE SOURCE The Air Force Flight Test Center, Directorate of Contracting, Edwards Air Force Base, California, intends to solicit from, negotiate with, and award a new sole source, indefinite delivery/indefinite quantity contract to The Boeing Company, 5301 Bolsa Avenue, Huntington Beach, CA 92647 for the following requirement in accordance with 10 U.S.C. 2304(c) (1), pursuant to FAR 6.302-1. Results of the previous sources sought synopsis number F1S0AW6311B001 issued on 8 December 2006, which closed on 8 Jan 2007, resulted in two responses received of which only one, The Boeing Company, was determined capable of meeting the government's requirement. A cost reimbursement contract is contemplated to include a contract period of five years from the date of contract award. The purchase of these engineering services and flight simulator services include Network Centric Warfare (NCW) interoperability testing including access to Airborne Warning and Control System (AWACS) 3035 hardware in the loop, and 4045 high fidelity simulators for use in support of the 412th Test Wing and other Combined Tests Forces at Edwards AFB CA. The Boeing Company has shown unique capabilities and expert technical support in the areas of simulation assets, NWC battlespace environments, network connectivity, operations support, engineering and technical support, support scheduling, and reporting. Boeing has unique knowledge of AFFTC test ranges, test resources, and Integrated Facility for Avionics Simulator and Test (IFAST) operation, a demonstrated background and proficiency in the technical theory and testing of Airborne Warning and Control System (AWACS) 3035 hardware in the loop and 4045 high fidelity simulators for use in Network Centric Warfare (NCW) interoperability testing. Boeing has specific knowledge in Integrating Live, Virtual, or Constructive (LVC) aircraft into the environment via a DIS interface or Joint Range Extension Application Protocol Version C (JREAP-C) Link 16 Interface according to MIL-STD-3011. Boeing is familiar with operation, resources, equipment, coordination, and scheduling of AFFTC assets, and has worked with Combined Test Forces (CTFs) in prior Flight Simulator Test evaluation programs to understand policy, procedure, coordination, scheduling and responsibilities. They have demonstrated capability and understanding of the operation, characteristics, limitations and capabilities of the assets, facilities, and Data Acquisition and Transmission System (DATS) at Edwards Air Force Base. Their experience in the scheduling and use of the facilities has shown that they posses established and accepted LINK 16 software programs and tools for quick and accurate reduction and analysis of large volumes of flight simulator test data from multiple sources. These data analysis programs are compatible with AFFTC, aircraft, Time/Space Position Information (TSPI), telemetry, laboratory, and data formats at most DOD ranges. Boeing has provided evidence of their familiarity with flight simulation hardware, software, and state of the art simulation equipment. The North American Industry Classification System (NAICS) Code is 541330 and the Small Business size standard is $23,000,000 dollars. Capabilities packages shall include, as a minimum: 1) evidence of past experience and related projects that covers the aforementioned evaluation criteria with value/price of past efforts; 2) size of firm, large or small business; 3) whether or not these items and services are provided commercially to non-government agencies; and 4.) the capability to support the requirements as identified above. The Government does not intend to pay for any information provided under this notice. If responses are not received by 4:00 p.m. Pacific Standard Time, 16 July 2007, a Sole Source contract will be pursued with The Boeing Company. See numbered note 22.
