Description
(i)This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) Solicitation of Purchase Request F73ARP71360002 is issued as a request for quotation (RFQ). (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-17. The associated NAICS code is 483211, size standard is 500 Employees. Solicitation is for the following: STATEMENT OF WORK COMMERCIAL BARGING OF VEHICLES AND MATERIALS TO DRMO PROVIDER 1. Scope of work: The vendor shall provide a barge of sufficient size and load capacity to transport all identified equipment, vehicles, and materials listed in attachment 1. This equipment will be loaded from its current staging location at Hemlock Bay, Annette Island Alaska to the consignee at either the Port of Tacoma or the Port of Seattle in Washington. A drop ramp barge is required. Barge needs to be avialable on 07 June 2006 for loading at the staging location. 2. Barge Loading, Unloading and Transport: Placing and positioning of all equipment on the barge is the responsibility of the barge vendor. Government personnel and equipment will be made available to position all equipment at the beach ramp at Hemlock Bay for loading by the barge crew. Unloading and receipt of the equipment upon arrival at its port of call is the responsibility of the consignee at no additional expense to the government or the barge vendor. Securing and stowing of the scrap on the barge is the responsibility of the vendor. At port of either Seattle or Port of Tacoma the vendor (GENCOM) known as Schnitzer Steel will be responsible for pick and delivery of all identified scrap items at no additional cost to the government. Please contact for a list of equipment that is being turned in to DRMO or to consignee for disposal. ?Scrap? indicates items to be turned over to GENCOM for scrap. (vii) Acceptance will be FOB destination to ALCOM/J4, Ketchikan Alaska, 99901. (viii) FAR clause 52.212-1, Instructions to Offerors--Commercial, applies to this acquisition. (ix) FAR clause 52.212-2, Evaluation--Commercial Items, is not applicable. Lowest price technically acceptable offer shall be accepted. (x) Offerors are advised to include a completed and/or updated the on line provisions Representation and Certifications Application (ORCA) located at http://orca.bpn.gov and submit with quote FAR clause 52.212-3, Offeror Representations and Certifications-Commercial Items. (xi) FAR clause 52.212-4, Contract Terms and Conditions--Commercial Items, applies to this acquisition.
