The Government is seeking to identify additional sources with the capability to develop and implement a block upgrade program to mitigate future obsolescen ce impact and to extend the useful service life on the SINCGARS RT-1523A Receiver-Transmitter and related ancillaries. The RT-1523A Receiver/Transmitter was originally developed and manufactured by General Dynamics. Current sustainment spares Circuit Card Assemblies (CCA) are being produced by Tallahassee Technologies (Talla-Tech) Inc. The selected vendor will conduct a product evaluation and implement a block upgrade, to include redesign if necessary, to accomplish the above mentioned objectives. Productio n lead-time reduction, performance and reliability improvements are secondary objectives. During this product evaluation, the following criteria are to be used as a redesign guideline: a. Power, Size and Weight. Evaluate each SINCGARS Circuit Card Assembl y (CCA) for improvements in power consumption, size and weight.b. Life Cycle. Use modern components to limit the need to continuously design out obsolete components over the life of the end item. c. Reliability. Improve reliability by reducing electrical stress on critical components on SINCGARS CCAs.d. Performance. Improve performance by utilizing integrated circuits with increased functionality, performance and component density in the areas of p rocessor capabilities, co-site performance, EMI, power consumption, acquisition time, blocked channel detection, sensitivity, and inter-modulation. e. Redesigned CCAs must meet all performance and environmental requirements of the original CCA and end item specifications. Product qualification tests, including interoperability and regression tests, will be conducted to validate the redesign efforts. A ll redesign impact on the AN/GRM-122 test set, for SINCGARS maintenance, must be addressed. The selected vendor will be required to update the RT-1523A Technical Data Package and all affected Technical Manuals. The expected time duration for implementing a ll elements of this redesign effort is 12 months from award of contract.f. Due to the engineering effort t hat is required to implement this task, interested sources must have demonstrated capabilities and experience in dealing with SINCGARS or other similar frequency hopping Combat Net Radios in the following areas: a) redesign CCA to eliminate obsolescence, b ) redevelop and troubleshoot software, c) testing at CCA and radio system levels, d) configuration management expertise. In addition, the interested vendor must possess the necessary security clearance to deal with COMSEC equipments.Interested sources shal l identify their interest and capability to meet the Governments requirements. The response should include a short introductory description (unclassified) outlining a viable approach that meets the above needs.
