Description
Project Scope: Construct a bulk fuel storage system at Bagram Airfield, Afghanistan. The bulk fuel storage system consists of work at two different sites identified as the South Tank Farm and the North Tank Farm. At the South Tank Farm, the scope o f work includes construction of one (1) 10,000-barrel (420,000 gallons) JP-8 storage facility, including pump house. Work also includes construction of one (1) 500,000 gallon DF-2 storage tank with fill stands. At the North Tank Farm, the scope of work i ncludes construction of two (2) 1,050,000 gallon TS-1 storage tanks, including pump house for each tank, and a filter control facility. This work will also include a transfer line from the South Tank Farm to the North Tank Farm bag farm, storage tanks, pu mp house, filter building and six (6) fill stands. Cut and cover tanks will be used at both locations. Supporting facilities at each site will include civil, mechanical, electrical, and communications work to produce a complete and useable facility. Som e of the site work in this project may be design-build. It is noted that the layout described above may vary in the final solicitation to meet the requirements of Bagram Airfield. The magnitude of this construction project is between $25,000,000.00 and $100,000,000.00 USD. The expected contract duration is five hundred forty (540) days. Plans and Specifications: Two (2) sets of the solicitation will be issued on compact disk (CD) to prime contractors at no cost. The solicitation will not be provided to subcontractors, suppliers, or vendors. Contracting Procedures: The solicitation will be a request for proposal (RFP). Source selection will be made using the best value trade-off process. Both non-pricing (technical) and price proposals are required. The evaluation factors with their significance and weight will be provided in the RFP. The Government may include options in the s olicitation. The contract will be awarded on a firm-fixed price basis. Acquisition Time Line: Tentative date for issuance of Request for Proposal (RFP) number W912ER-07-R-0010 is 27 July 07. Tentative date for receipt of proposals is 10 Sep 2007. A pre proposal conference/site will be tentatively scheduled for 06 Aug 2007. Tentative date to award the contract is 28 Sep 2007.
