- The U.S General Services Administration's Federal Technology Service intends to issue a contract to OntoReason, LLC, under the authority of FAR 6.302-1, through reference number 4TCO75074080. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 97-14. Only one responsible source and no other services will satisfy agency requirements. This procurement for OntoReason, LLC, is to enhance the proprietary framework for exposing knowledge and information in the context of specific domains for use by a variety of public health applications and expert systems. This proprietary framework will be part of a service oriented architecture designed to provide a set of components that serve as a base off of which public health applications can be built. When fully enhanced, this architecture will include flexible components for modeling information concepts constrained by public health reference ontology models with implementation of complex rules and reasoning capacity to support decision support and advanced data analysis as well as vocabulary management and distribution in accordance with OntoReason?s original design. This proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. This request is not a notice for competitive proposals. Interested parties may identify their interest and capabilities to respond to the requirement. All information should be submitted via email to Ms. Wanda Jenkins at wanda.jenkins@gsa.gov. Responses must be submitted by 5:00 PM EST June 18, 2007. All information submitted on or before this date will be considered by the Government. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement.
