Description
This is a combined synopsis/solicitation for the commercial item identified below, prepared in accordance with the format in Far Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation shall not be issued. This solicitation number is: 7011275131-1009, is issued as a Request for Quotation (RFQ), and incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2005-16. This solicitation shall be solicited on a unrestricted basis. The North American Industry Classification Code (NAICS) code is 339999. The U.S. Dept. of Agriculture intends to procure the following four items (or equivalent) from the vendor: Syntech - located in Kirchzarten, Germany - at phone number: +497661980983: (Lined Item: 1): Four-Channel USB Data Acquisition Controller - Model IDAC-4 - Quantity of 2 each: with the following minimum requirements required - after each of the four lined items in this combined synopsis/solicitation : Shall be a 4-channel amplifier and data acquisition system with Universal Serial Bus(USB) for use in acquisition of electrical activity of individual nerve cells or summated potentials from sensory organs. The above device shall have inputs and outputs that are galvanically isolated. The sampling rate for inputs shall be a least 1/second/ to 1000k/second and adjustable for each channel. The software for controlling the above device shall include variable gain, DC offset, adjustable bandpass filtering, and 60 cycle noise suppression. Shall provide: Direct output for programmable control of 8 external devices (such as solenoid valves); and direct output control of two proportional actuators. Programmable control of external devices shall be designed to run simultaneously with signal acquisition. (Lined Item 2): Stimulus Controller Unit: Type CS-55, Quantity of 2 each: Stimulus Controller shall be used for delivery of oderous stimuli. Stimulus Controller shall have a built-in pump for an independent air supply that is inline with a replaceable charcoal filter. Vibration from the air pump shall be internally compensated. Ait flow shall be adjustable in increments from 1 to 50 ml/second. This instrument shall be capable of delivering continuous flow and regulated pulses from 0.1 to 60/sec in 0.1 second increments and shall have the capabililty to deliver repeat pulses of 0.01 to 100/second which may be subject to repeat intervals of 1-60/second. Shall have a foot pedal capable of activating the device and shall also have a signal and trigger output for use with a data acquisition controller. (Lined Item 3): Effluent Conditioner Assembly Type EC-03, Long Version (50 cm long), Quantity: 1 each - Shall be used to conditioner flow of volatile output from a capillary column within a gas chromatograph where parts of the column effluent are directed to the effluent conditioner assembly which maintains a temperature above that of the column effluent in order to prevent condensation of the odorant on the walls of the capillary column. This heated transfer must be adapted for injection into airflow for direction of effluent over an insect antenna or other sensory organs. Specifically, this device shall have digital temperature control up to 320 degrees celcious, and a air mixing device with interchangeable flow tubes. The heater for this device shall be separated from the mains via an isolation transformer. (Lined Item 4): Micro Knife Beveling Device, Type: EG-03, Quantity: 1 each: This device shall be needed for construction and sharpening of micro knives made from glass or tungsten, and beveling of pulled glass capillaries for electrophysiological recordings recordings. The holder for the tool under construction shall have x-y-z adjustment suitable to position the tool on the diamond rotor. The device shall be compact enough to position it under a stereo microscope for enhanced optical control for fine sharpening. An adjustable chuck for holding the metal or glass to be sharpened shall have a 90 degree click mechanism to ensure alignment of the beveled sides of the micro knives. This solicitation incorporates the following FAR clauses, provisions, and addendums: 52.202-1 Definations; 52-203-5 Convenant Against Contingent Fees; 52.203-6 Restrictions on Subcontractor Sales to the Government; 52.203-7 Anti-Kickback procedures; 52.204-3 Taxpayer Identification; 52-204-6 Data Universal Numbering System (DUNS) Number; 52.204-7 Central Contractor Registration; 52.211-5 Material Requirements; 52.212-1 Instructions to Offerors-Commercial Items; 52.212-2 Evaluation-Commercial Items; 52.212-3 Offeror Representations and Certifications-Commercial Items; 52.212-4 Contract Terms and Conditions-Commercial Items; 52.212-5 Contract terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, 52.216-24 Limitation of Government Liability; In Paragraph (B) of 52.212-5, the following apply: 52.203-6, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-3 - Buy American Act - Free Trade Agreements - Israeli Trade Act - Alternate 1, 52.225-13, 52.232-34, and 52.222-70. All offerors must include copies of 52.212-3 (Representations and Certifications) and 52.222-70 (Compliance with Veterans Employment Reporting Requirements). Faxed Quotations are acceptable and shall be faxed to John Wilkinson to fax number (301) 504-8696 on or before June 21, 2007. All responses shall be evaluated in order to determine the ability to meet the above stated capabilities. Offerors shall identify where the requested item meets or does not meets each of the Government?s functional and performance minimum specifications listed herein. The Government will award a contract resulting from this solicitation to the responsive/responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government. The anticipated award date is June 22, 2007. All responsible sources may submit a quotation, which shall be considered by the Agency.
