- Description
- The NATO Consultation, Command and Control Agency (NC3A) intends to advertise for International Competitive Bidding (ICB) on works and services within the framework of the NATO Security Investment Program. Eligible firms will be invited to provide bids on a Request for Quotation (RFQ) in relation to the provision of various enhancements of the VHF-UHF Communication Network (VCN) in support of KFOR operations in Kosovo. NC3A is serving as the Host Nation for this project, which was authorized by the NATO Infrastructure Committee. The envisaged bidding procedure for this RFQ will be the BOA Plus procedure. In response to this Notification of Intent (NOI), the U.S. Department of Commerce will be nominating to the bidders list qualified U.S. firms in addition to those already identified by NC3A as BOA vendors. The estimated value of this project is 2.5 million Euros ($3.4 million USD). The reference of the Request for Quotation (RFQ) is RFQ-CO-12348-OPL. The U.S. Department of Commerce will be using the same RFQ reference. OPERATIONAL REQUIREMENTS KFOR uses a DLOS-based communication network to support its operations in Kosovo. This project aims at upgrading the network to meet the following operational requirements: - DLOS-connection of 2 task forces to the network. - Support additional VHF coverage of KFOR Area of Operations in Kosovo. This project does not include the VHF equipment. The communication network supporting KFOR operations in Kosovo is based on a star configuration of Line of Sight microwave links that support a VCN. Although mainly served by the current topology, the planned DLOS network includes the following additional requirements: - A monitoring center capable of monitoring both old and new equipment. - 4 additional DLOS sites: Pec, Lipjan, Cicavica and Zatric. - Deliver a more robust link between Mount Goles and KFOR Main as a key link to support the overall KFOR DLOS-based communication network. - Update the DLOS-based network architecture to balance the Mount Goles-KFOR Main key connection and provide redundancy so as to increase overall network robustness. - Enhancement of several DLOS links within the network to a level that will support the new requirements stemming from the addition of 2 base stations associated with the VCN in Cicavica and Zatric. In this field, the links that constitute the network core loop between the KFOR Main primary radio switch and the Bondsteel secondary switch will need an upgrade so as to match the new bandwidth requirements. Bidding documents are expected to be NATO UNCLASSIFIED. Further performance of the contract will require contractors to have personnel and facility clearances at a level of NATO SECRET. The contractor is responsible for ensuring that the Defense Industrial Security Clearance Office (DISCO) forwards to the Host Nation the NATO clearance certifications for its facility and for all personnel assigned to the contract. BIDDING PROCEDURE The U.S. Department of Commerce does not serve as the Host Nation for NATO projects. Its role is to approve for bidding those firms of NATO-member nations with a facility located within the United States. Only firms approved by the U.S. Department of Commerce will be allowed to bid. A firm that has been approved for bidding on NATO projects must request that the U.S. Department of Commerce issue the required DOE for each project on which the firm wishes to bid. The DOE is used to nominate the firm to the Bidders List for a particular project. The Host Nation will not accept requests for nomination received directly from firms. Firms that the U.S. Government nominates to the Bidders List will be contacted directly by the Host Nation when the Request for Quotation (RFQ) has been issued. IMPORTANT DEADLINES 1. Final date for the U.S. Department of Commerce to submit a Declaration of Eligibility: 11 June 2007 2.
