Description
The U.S. Department of Commerce, NOAA, intends to purchase 30 each of the Diode, Transorb, from Protek Devices, P/N SMCC44116C. Radiation Systems Inc. (RSI) was the original sub-contractor to Lockhheed Martin and developed the NEXRAD Power Amplifier drawer (R400-5A7). RSI went out of business and DRS Surveillance Systems Inc, (DRS) purchased the data rights to the R400-5A7. DRS granted a production license to Protek Devices to produce the Transorb Diode (R400-5A7CR5), which includes special production deviations for these devices when used with NEXRAD. The NWS has performed a market search for vendors that can produce the required Original Equipment Manufacturer (OEM) part number G44116C, but none were found. The Protek part number SMCC44116C satisfies the requirements for the Transorb diode and includes the required production deviations specified by the original product vendor, Lockheed Martin. No other vendor is able to legally produce the R400-5A7CR5 Transorb diode for use in the NEXRAD Power Amp drawer. Because the Government does not have the data rights to remanufacture this part, it is recommended to purchase the item by part number. This item is being purchased for the National Weather Service (NWS), to be delivered to the National Logistics Support Center, Kansas City, MO. The intended procurement is for supplies for which the Government intends to acquire under the guidelines of FAR Part 13, Simplified Acquisitions Procedures. The Government intends to solicit and negotiate with only one known source under the authority of FAR 6.302. However, all proposals received within 10 calendar days after the date of publication of this notice will be considered by the Government. This is not a request for proposals and there is no solicitation available at this time. The Government reserves the right to solicit bids based on the receipt of affirmative responses to this notice or issue an order to Protek Devices, Inc., whichever is determined to be more advantageous to the Government without further notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to be considered, firms must furnish detailed information concerning their capability to provide this product. Interested firms should submit its name, address, point of contact, telephone number, and a brief statement regarding its capability to provide the specified diode or a diode that provides the same fit, form and function as that specified. Any responses that provide for a part other than that specified must be accompanied by descriptive literature and certified test results that show it meets the same form, fit and function of the part number specified P/N SMCC44116C. Also include the name, telephone number, and point of contact for businesses or other Government agency to which it has previously provided the item.
