- PRESOLICITATION NOTICE. Project ZHTV 061985. Period of Performance is 180 days. NAICS CODE: 238210. Size Standard $13 M. Replace Circuit B1F Area B WPAFB, OH. Estimated Cost of Proposed Acquisition is between $250,000 and $500,000. In accordance with DFARS 252.204-704 ?Required Central Contractor Registration,? Contractor must be registered in CCR prior to award. Registration may be accomplished at http://www.ccr2000.com/index.cfm, or 1-888-CCR-2423 Fax: 1-703-696-0213. Scope of Work: This project replaces a large parallel underground 15kV tie circuit that runs from Substation C to Substation B through various ducts and manholes in Area B. This contract will also include an option for Project 060012, Replace Circuit Breakers Substation J, which replaces two 69kV 1200A circuit breakers including all controls and control wiring. SPECIAL REQUIREMENTS/CONCERNS: These medium voltage (12470 volt) electrical circuits serve multiple facilities. It is important that the work be completed within the performance period without interruption, and that no unscheduled power outages occur. Safety is the primary concern, and this work requires a very specialized contractor with the proper experience. It is imperative that the contractor performing this work has previous experience performing this type of work. The option project is even more specialized involving the replacement of two 69 kV circuit breakers and the associated controls. NOTES: 1. Hard copies of the solicitation will not be provided. You may, however, download and print the file from the web site. 3. There is no fee for this solicitation. 4. A registration page will be attached to the web site. You are not required to register. However, when you register, you will receive notice of any amendments and/or addenda that may be issued to the solicitation. If you have not registered, it will be your responsibility to check the web site for any changes to the solicitation. 5. You shall provide a signed copy of the SF 1442 by the proposal closing date specified in the solicitation. There will be a public bid opening. Contractors that are Debarred, Suspended, or Proposed for Debarment are excluded from receiving contracts. Agencies also shall not consent to subcontract with these contractors. This is a WPAFB Construction Contracting (PKC) program.
