- Fire-Resistant Flight Suit Testing Combined Synopsis/Solicitation Contracting Office Address Department of the Air Force, Air Force Materiel Command, 77th Aeronautical Systems Group (77 AESG/PSK), 7980 Lindbergh Landing, Brooks City-Base, TX, 78235-5119, United States Description This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a quote is being requested and a written solicitation will not be issued. The solicitation number is FA8902-07-Q-9999 and is being issued as a request for quotation. The solicitation document and incorporate provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-16 (22 Mar 2007) and Defense Federal Acquisition Regulation Supplement change notice 20070327. The NAICS code is 541380 with a small business size standard not to exceed $11M. The contractor shall furnish all tools, labor, equipment, transportation, and other incidentals necessary to provide fire resistance testing of the CWU-27P flight suit. The current CWU-27P flight suit is part of the clothing/flight equipment ensemble worn by US Air Force and US Navy aircrew as well as US Air Force ground crew. The flight suit is made of Nomex IIIA material, which is composed primarily of Nomex blended with Kevlar and P-140 fibers. Nomex fabric is a high-temperature resistant and inherently flame retardant synthetic fabric. We are seeking to contract for testing 126 each CWU-27P configurations made from five different materials, as detailed in the table below, in Freedom Sage, Military Sage, Tan, and Digitized Tiger Stripe. The objective of the testing is to determine the various materials? resistance to a 3.5 second simulated flash fire exposure using the procedures in ASTM F 1930 Standard Test Method for Evaluation of Flame Resistant Clothing for Protection Against Flash Fire Simulations Using an Instrumented Manikin. The test results will be used to identify and quantify any deficiencies in the fire-resistant fabric of the current flight suit and to evaluate alternative fire-resistant fabrics for potential use in the flight suit.
