- ***COMMON QUESTIONS AND ANSWERS AT BOTTOM*** This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation, FA2517-07-T-6051, is being issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-16. This procurement is for full and open competition, without any set-asides. The NAICS code is 519110. The following commercial items are a breakdown of the media clipping web-based subscription service that is requested in this solicitation; Item #0001: Research: Description: Contractor will be responsible for providing research capabilities pertaining to world-wide news on a web-based platform with the ability to contact targeted news professional and media outlets all around the world. Contact capability is essential, as is the ability to distribute email. The base period of service will be from 11 June 2007 through 10 June 2008 plus three option periods of one year each in accordance with the description of services required. Item #0002: Monitoring/Evaluation Services Description: In accordance with the description of services required, the contractor shall provide a service that allows the user to monitor, analyze, and evaluate print media, including internet media and blogs. The user must also be able to gather this information and use it to generate charts, graphs and reports, and be able to manipulate automatic, computer generated charts, graphs and reports. The ability to export this information, particularly diagrams, charts, and other anaytical tools to other sources is essential. The overall service, which includes these two line item numbers, will include a base year plus three option period of one year each, for a total of four years of service. Contract performance location is PETERSON AFB CO 80914. The following provisions and clauses apply to this acquisition: The provision at FAR 52.212-1, Instructions to Offerors--Commercial Items. FAR 52.212-2, Evaluation Criteria. Quotes will be evaluated and awarded on a best value determination for the offer that is most advantageous to the government. A best value determination will be based on price, quality, past performance and technical capability.
