- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice, and is an Unrestricted solicitation. This announcement constitutes the only solicitation, quotes are being requested and a written solicitation will not be issued. This is a Request For Quote (RFQ) and the solicitation number is F2VVJ57142A100. The 6th Contracting Squadron, MacDill AFB, Tampa, Florida, requires the following items: USCENTCOM Consultative Staff Talks 2007 hotel rooms and conference. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-16 effective 22 Mar 2007, DFAR DCN 20070426, and AFFAR AFAC 20070314. The North American Industry Classification System (NAICS) is 721110. The Standard Industrial Classification (SIC) is 7011 with a small business size of $6.5 million. A firm fixed price contract will be awarded. DESCRIPTION: (local area is 10 miles from MacDill AFB) Offers bid on all items or none. A) 12 guest rooms from 10 July 07 to 15 July 07, 12 guest rooms from 16 July 07 to 25 July 07, 24 guest rooms on 25 July 07 to 27 July 07. (TOTAL of 264 nights). B) A main conference room for 50 person capacity and 24-hour access. U shaped conference table, 25 people at the table and 25 people behind the people at the U shaped table for 19 days from 10 July 07 to 28 July 07. C) A breakout meeting room with four round tables that can fit 6-7 people at each table for 19 days from 10 July 07 to 28 July 07. D) A Command Operations Center with internet connections and 24 hour access for 19 days from 10 July 07 to 28 July 07. The hotel has to be a three star hotel or better. The following Air Force Federal Acquisition Regulation (AFFARS) clause applies: AFFARS 5352.201-9101 OMBUDSMAN (AUG 2005). (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). (c) If resolution cannot be made by the contracting officer, concerned parties may contact the Center/MAJCOM ombudsmen Mr. Michael R. (d) The ombudsman has no authority to render a decision that binds the agency. (e) Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the Contracting Officer. The offeror shall provide its DUNS, or if applicable its DUNS + 4 number with its offer, which will be used by the Contracting Officer to verify that an offeror is registered in the CCR database.
