- Solicitation is for fixed-wing aircraft, personnel, equipment, tools, material, maintenance, and supervision necessary to perform passenger, cargo, and combi Short Take-Off and Landing (STOL) air transportation services between locations in the Area of Responsibility of Afghanistan, Kyrgystan, Pakistan and Uzbekistan. The contractor's base of operations will be Bagram Air Base Afghanistan and all flights will originate and terminate there. All planes must be multi-engine and operated by two pilots. The Government anticipates contracting for up to a maximum of 14,400 flight hours per year. A base period beginning on 1 Oct 07 through 30 Sep 07 is anticipated, along with three one-year options. Award will be based on the evaluation of the base and option year prices. The solicitation response date will be on or about 2 Jul 07. Three "STOL" aircraft capable of operating in extreme heat and cold at high altitudes with mountain ranges up to 15,000 feet Above Ground Level (AGL) are needed. "STOL" aircraft must have a rear ramp or cargo door and have the ability to carry cargo, 12 passengers weighing 3,000 lbs, and operate in a combi mode, for 300 GCSM nonstop under IFR conditions. Aircraft must be able to operate from an unimproved 3,000 foot runway at sea level. An oxygen system is required when passengers are transported. Two "pressurized" aircraft capable of carrying at least 19 passengers and personal baggage/cargo weighing 4,800 lbs for 400 GCSM nonstop under IFR conditions is also needed. Planes must be capable of operating in extreme heat and cold at high altitudes with mountain ranges up to 15,000 ft AGL. The aircraft must be able to operate from a 5,000 foot runway at sea level. To be eligible for award, the offeror must possess an air carrier operating certificate issued by the FAA under Federal Aviation Regulation part 135. To be awarded a contract under this solicitation, prospective offerors must satisfy all DOD Commercial Air Carrier Quality and Safety Requirements as described in 32 CFR, Part 861.3.
