Description
This combined sources sought/synopsis is for information and planning purposes only; it is not to be construed as a commitment by the Government. A contract may not be awarded as a result of this combined sources sought/synopsis. The US Army Contra cting Agency, Contracting Center of Excellence (CCE) at the Pentagon, on behalf of The Army Office of the Chief of Public Affairs, intends to procure services to build and maintain an infrastructure to secure a fully modernized Army continuing Strategic Co mmunication System as a small business set-aside or under full and open procedures. The Contractor must be able to conceptually develop and implement communication strategies, processes and products that are critical to this effort which shall include: - Management and technical expertise needed to provide operational, development, coordination, integration, synchronization, program management, prototype development and fabrication and execution - IT operations and management, business consulting, process engineering, marketing/ communications, and change management as it relates to Communication Research, Communication Planning, Communication Execution and Outreach, and Communication Evaluation and Assessment which are the four significant roles within Army Strategic Communication in order to continue providing integration and support. The Contractor should understand the Army communication challenges involve numerous diverse audiences. The ab ility to clearly and effectively communicate to key audiences the purpose of the Army, the challenges presented, and ongoing efforts are essential to obtaining necessary resources now and in the future. Only small businesses are to submit capability packages. Interested small businesses that are certified and qualified as a small business concern in NAICS code 541430 with a size standard of $6,000,000 are encouraged to submit their capability packages ou tlining their experience. Request corporate information, specify the company name and address, corporate contact points, CAGE code and attach a copy of your current CCR data. Also, advise the Government of pending changes in small business status. The capability statement is not to exceed 30 pages. Respondents must answer the following questions in their capability statements. (1) Do all contractor personnel possess, at a minimum, a current Secret Clearance? (2) What technical expertise and past performance experience does the contract actor have in performing Communication Research, Communication Planning, Communication Execution, Communication Evaluation and Assessment, Communication Products in the context of providing functional and technical expertise to integrate Unified Command, Military Service, and Defense Agency programs at the COCOM, Service or Joint Staff level? Include the contract number, customer, contract value, type of contract, period of per formance, prime contractor, brief description of services, Point of Contact (POC) name POC email address and the POCs telephone number. (3) What technical expertise and past performance experience does the contractor have concerning corporate/military communication and strategic messaging? Specifically, has the contractor provided subject matter expertise and/or analysis or support regar ding Strategic positioning as it relates to Strategic Communications? (4) What expertise and experience does the contractor have involving subject matter expertise in the area of DoD and/or the Army in developing, portraying, incorporation, explaining, designing of policy, implementation, and operational effectiveness of St rategic Communications (5) What technical expertise and past performance experience does the contractor have concerning corporate/military communication and strategic web site set up and management? Specifically, has the contractor provided subject matter expertise and/or anal ysis or support regarding Strategic web site management? (6) What expertise and experience does the contractor have involving subject matter expertise in the area of DoD and/or the Army in developing , portraying, incorporation, explaining, designing of web site and pages, implementation, and operational effect iveness of Strategic Web Site Communication? Request corporate information, specify the company name and address, corporate contact points, CAGE code and attach a copy of your current CCR data. Also, advise the Government of pending changes in small bus iness status. If at least two responsible small business concerns are determined by the Government to be capable of performing this requirement based on an evaluation of the capability packages submitted by 15 June 2007 @ 10:00 AM, the requirement will be solicited as a 100% set-aside for small business concerns. If capability packages are not received from at least two responsible small business concerns by the response date or if the Government determines that no small businesses are capable of performing this require ment based upon an evaluation of the capability packages submitted this requirement will be solicited under full and open procedures. Respondents will not be notified of the results and no other synopsis will be posted for this requirement. An Indefinite Delivery Indefinite Quantity (IDIQ) type contract is anticipated with firm fixed priced (FFP) and minimal time and material (T&M) delivery orders. The period of performance will be a 12 month base period with four option years. The place of performance will be in the National Capital Region (NCR). Contractor personnel will require a current secret clearance. All data received in response to this Sources Sought solicitation that is marked, as corporate proprietary will be fully protected from release outside the Government. Please do not submit classified material. No reimbursement will be made for any cost associated with providing information in response to this solicitation. All responses must be submitted by email to the point of contact identified below; no other method of transmittal will be accepted.
