- The Michigan Air National Guard located at Selfridge ANG Base, MI on behalf of the Air National Guard Readiness Center (ANGRC) located at Andrews AFB, MD intends to issue a Request for Proposal (RFP) to award a single, Indefinite-Delivery, Indefinite -Quantity, (IDIQ) Task Order Contract for new construction, maintenance, repair, construction and limited design-build services at HQ Air National Guard, Andrews AFB, Prince Georges County MD. The anticipated contracts will consist of a Base Award Period of two (2) calendar years, and 3 one-year option periods. Total contract period, to include options, shall not exceed five (5) calendar years. Task Order minimum is $2,000.00. There is no maximum task order limit however; the total of individual task ord ers placed against this contract shall not exceed $100,000,000.00 over the life of the contract including the base period and all options. The minimum guaranteed for this contract is $25,000 to be satisfied with one (1) task order valued at $25,000 or grea ter. The minimum guarantee of $25,000 applies to the life of the contract. There are no minimum guarantees in the option periods. Typical work includes, but is not be limited to the following: The Air National Guard plans to construct a new building to serve as an addition to the existing HQ ANG Building (3500) at Andrews AFB, Prince Georges County MD. The new facility will consis t of two major components. The first is a four story office wing of approximately 150,000 SF. The wing will primarily include office areas for various directorates that will be relocated to this facility. Additionally, the building may include a second component which is a two story wing of approximately 20,000 SF which will house a conference center, a fitness center and a small food service area. These components will flank a central lobby/atrium space that will serve as the primary entry to the expan ded HQ complex. In addition to the building, numerous other tasks will be required to complete the entire development program to support this facility. Beyond the building construction, the program also includes the redevelopment of the adjacent site area to include a covered, two story connector between the new and the existing buildings; at grade parking areas for 1000+ vehicles to serve the entire HQ ANG facility; site and utilities improvements; roadway improvements; antiterrorism/force protection (AT/F P) requirements for the entire HQ ANG campus, including the surrounding site, roadways and parking; landscaping/hardscaping for the entire campus, including a new entry plaza and a memorial park; limited renovation of the existing HQ ANG Building; redevel opment of the existing mail service/maintenance building including the addition of new yard to house new and existing emergency generators; demolition of one large facility and other site fixtures; and development of a site storm water management system in cluding new retention ponds. In addition, the project will include the design, procurement and installation of the furniture, fixtures & equipment, (FF&E) for the new building; audio-visual (A/V) and access control equipment; communications and data equip ment; and signage and graphics for the new facility. The projects have been designed in accordance with ANG sustainable design guidelines and include numerous efficient/sustainable features. The facility is expected to achieve a LEED certification level o f Silver. The selection process will be conducted in accordance with FAR Part 15.3 source selection procedures. Proposals will be evaluated on Past Performance, Technical, and Price. Evaluation of price includes, but is not limited to the Seed Project. AJXF-079042 Add to POV Parking Areas, magnitude $1M to $5 M, the contracts core project, AJXF-059145 BRAC Headquarters ANG, Construct Bldg 3501, magnitude $25M to $100M, forward pricing of contractor markup of overhead and subcontractor markup, (prime contractor o verhead and profit on 1st tier subcontractors). Prospective offerors must submit a written past performance and technical proposal and price proposals for the all price requirements in the solicitation to be considered for award. The North American Industry Classification System (NAICS) codes for this work are 236220 and 237990. The small business size standard is $31.0 million average annual revenue for the previous three years. This action is being procured on an UNRESTRICTED ba sis in accordance with the Small Business Competitiveness Demonstration Program (Ref: FAR 19.10). The HUBZone preference IAW FAR 19.1307 applies and will be applied to the Seed project for evaluation purposes, if applicable. A Small Business Subcontracting Plan will be required if the offeror is a large business and must be submitted with the offer. A joint venture may be considered a HUBZone small business for the purpose of this acquisition if the business entity meets all the criteria in CFR 126.616. (Re ference FAR 19.1303(c)). HUBZone Joint Ventures shall include, with their initial proposal, acceptance of the Joint Venture agreement by the Small Business Administration in order to receive price evaluation preference in accordance with FAR 52.219-4. Contractors are advised that th e proposal requirements are contained in the solicitation and should be reviewed in detail prior to the preproposal conference. The tentative date for the pre-proposal conference is on-or-about 9 July 2007, 10:00 a.m. local time at the Air National Guard R eadiness Center (ANGRC) 3500 Fletcher Avenue at Andrews AFB MD. Interested contractors are encouraged to attend and shall follow conference registration and base access requirements shown in the solicitation. All attendees must register to be granted acces s to the conference. A site visit will follow the pre-proposal conference. All questions for the pre-proposal conference must be submitted by 12 Noon 6 July 2007 via e-mail (preferred) to ngbzcparcs@miself.ang.af.mil or fax to (586)307-4322. All contractors a nd subcontractors interested in this project must register at this site. No telephone requests will be accepted. For security reasons all potential offerors, plan rooms and printing companies are required to register in the Central Contractors Registration (CCR) and the Federal Technical Data Solution (FedTeDS) in order to view or download the plans or drawings from the web site. This solicitation is not a competitive bid and there will not be a formal public bid opening.
