Description

SUBJECT: NOTICE OF INTENT TO AWARD A SOLE SOURCE PROCUREMENT DESC: Under the authority of FAR 6.302-1, it is the Governments intent to award a sole source to Edge Biosystems, Inc., 19208 Orbit Drive, Gaithersburg, MD 20879, for the purchase of 96-W ell Short Filtration Plates. These plates are machine specific and Edge Biosystems, Inc. is the sole source provider of the short filtration plates in the US. This is not a formal solicitation. This synopsis is not considered a Request for Quotation or P roposal. No solicitation document is available and telephone requests will not be honored. No contract will be awarded on the basis of offers received in response to this notice. Any response to this notice must show clear and convincing evidence that c ompetition would be advantageous to the Government. If no affirmative written response is received, the supply will be awarded without further notice. A determination by the Government not to compete this proposed contract based on this notice is solely within the discretion of the Government. Detailed capabilities must be submitted to the following email address no later than 4:00 P.M., Eastern Standard Time, 20 June 2007. EMAIL: elayne.seiler@amedd.army.mil Sole Source Justification Attached Below Requiring Activity: Armed Forces Institute of Pathology (AFIP), Washington, DC; Contracting Agency: US Army Medical Research Acquisition Activity, Fort Detrick, MD 21702-5014. Description of Action: This Justification and Approval (J&A) is undertaken by the US Army Medical Research Activity to support the mission of the AFIP DNA Identification Laboratory in the acquisition of filtration plates with an estimated amount of $40,248 .00 Description and Specifications: Performa DTR V3 96-Well Short Plates. The plates are designed to provide optimal performance in the purification and filtration of dye terminator in sequencing chemistry. This involved the elimination of dye blobs along with the dNTP salts and other low molecular weight materials from sequencing reactions. The plates are machine specific and compatible with the MicroAmp optical plates used for capillary electrophoresis on the Applied Biosystem 3730 Genetic Analyzer, AFIP barc ode, 00096W74MYH. These are prehydrated gel plates which have been optimized for low volume reactions and are ready for use immediately. 50 plates per case, total 16 cases/800 plates. Authority Cited: The statutory authority permitting other than open competition is 10 U.S.C. 2340c(1). The FAR citation is 6.302-1 citing that only one responsible source and no other supplies or services will satisfy agency requirements. Reason for Authority Cited: Edge Biosystems, Inc., is the sole source provided of the short filtration plates in the US that we are currently using in the DNA laboratory. While other products claim to provide the same benefits, only Edge Biosystems, Inc. p rovides the products with proven optimal performance incorporated with our current technology. Efforts to Obtain Competition: Not applicable. No effort will be made to solicit offers from as many potential sources as practicable as there is only one source capable of providing the supplies for the highly specialized genetic analyzer and scientific i nstruments.
