Description
The US Army Medical Research Acquisition Activity intends to issue a sole source ID/IQ Contract (With a Base Year and Four One-Year Option Periods) awarded to Noblis (f/k/a Mitertek Systems, Inc.), 3150 Fairview Park Drive South, Falls Church, VA 22 042-4519 for: (a) Consulting, program support, and clinical integration services for continued support of the Military Health System (MHS) strategic initiatives including transformation, implementation of the MHS Quadrennial Review (QDR) initiatives; (b) Business planning; and (c) Continued support of the military health facility planning and clinical integration efforts surrounding the 2005 Base Realignment and Closure Act and/or Defense Base Realignment and Closure Act of 1990. Due to the 2005 Base Realignment and Closure Act, the TRICARE Management Activity (TMA), Chief Financial Officer (CFO) and the Portfolio Planning and Management Division (PPMD) have been designated as the Military Health System (MHS) Office of Primary Resp onsibility (OPR) for coordination of BRAC Clinical Military Construction (MILCON) execution, oversight of BRAC Clinical actions, and associated MHS enterprise-wide issues pertaining to finance, construction, transition and strategic communications. To coordinate the BRAC Clinical MILCON execution, oversight of BRAC Clinical actions, and associated MHS enterprise-wide issues, the TMA CFO and PPMMD require program support, market and economic analysis, business and capital planning, special studies, co nsulting, and clinical integration/realignment, closure, and acquisition support services from a contractor who has: (a) A working knowledge and expertise of the private healthcare and construction sector in order to structure viable options for the govern ment such as leveraging private capital (via partnerships, enhanced leasing) alternatives to the standard public-funded (traditional MILCON and O&M) methodologies; (b) A solid understanding of the lifecycle implications of different acquisition strategies and articulate the pros and cons of all alternative acquisition approaches; (c) An extensive familiarity with sensitive and proprietary Government information with regards to healthcare, laboratory and research program management and facilities; (d) A non- interest or plan to not compete for future work related to military construction relative to any studies performed; (e) A non-profit status that can be an objective honest broker with no perceived or actual bias or conflict of interest relative to any stud ies performed; and (f) A thorough comprehension of the Defense Health Program, MILCON POM and TRICARE Management Activities. In the past, Noblis has: (a) Conducted a special Joint (DoD/VA) Assessment Study to assess three healthcare markets to identify opportunities for cooperation and collaboration of the DoD and VA; (b) Developed several preliminary studies based on a detaile d market analysis of healthcare, laboratory and research planning, economic analysis of capital improvement decisions, and analysis of sensitive and proprietary Government information with regards to healthcare, laboratory and research program management a nd facilities; (c) Gathered, organized, analyzed, and presented the data necessary for all phases of the Program for Design and Decision Documents related to the realignment of the clinical services between Walter Reed Army Medical Center, Bethesda Naval M edical Center, Malcolm Grow Medical Center, and Dewitt Army Community Hospital in the National Capital Area (NCA); (d) Supported the Governments goal of creating an single integrated healthcare system in the NCA and the establishment of the new Walter Ree d National Military Medical Center, and (e) Worked extensively on the TMA business planning methodology used to fund the operation and purchase care at all DoD Healthcare Facilities. Currently, Noblis is: (a) Providing analytic support for TMA to study alternative collaboration scenarios in the Keesler/Biloxi market for the Veterans Administration (VA) and U.S. Air Force (USAF); (b) Performing health facility support for the Armys Health Facilities Management Agency critical to the design, development, and execution of the BRAC activities; and (c) Involved in the analysis of facility requirements, solutions, and recommendations for the impact of BRAC within the strict BRAC requirements and compressed timelines, including assisting the DoD develop the implementation strategy necessary to achieve the intentions of the BRAC Commission within the constraints of the Congressionally mandated BRAC budget. At present, Noblis is a non-profit contractor who (a) Has no interest in future planning, programming, design or construction management work that will be advertised for general competition; (b) Has been a quasi-government watch-dog; (c) Does not compete for government work or act as a sub-contractor that competes for government work; thereby, demonstrating the ability to be completely un-biased (d) Has conducted analysis and special study for other government agencies to include the TRICARE Management Age ncy (TMA); and (e) Possesses one-of-a-kind expertise in healthcare, program, and budget analysis. Due to milestone timelines, cost, Government benefit, Noblis is in the position to sustain the ongoing efforts of TMA to develop the MHS BRAC strategy and implementation plans, analyze existing data, continue ongoing special studies in accomplishing the re alignment, closure, and purchase of clinical facilities, and evaluate the BRAC return on investment. No solicitation document exists. Any firm that believes it can provide the stated capability is invited to submit written notification to the Contracting Officer within ten calendar days from the date of publication of this notice. Supporting evidence mu st be furnished in sufficient detail to demonstrate the firms ability to provide the stated capability. No telephone requests will be accepted. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within t he discretion of the Government. If no responses are received, USAMRAA will proceed with the sole source contract. (See Numbered Note 22)
