- The Naval Air Warfare Center Weapons Division, China Lake, CA, intends to award a firm-fixed price type contract on a sole source basis to Nova Engineering, Cincinnati, OH, for digital transmitters to support the telemetry systems for the Sidewinder AIM-9X Program. The transmitters must meet the required form, fit, and function requirements of Drawing 639AS11126 (Source Control Drawing for Transmitter, Digital) for a preexisting missile telemetry fabrication package. The transmitters shall also meet the Military Communication Electronics Board (MCEB) frequency management requirements (MCEB J/F-12 number 09127) and be TEMPEST certified in accordance with NACSEM 5201. The transmitters shall be Shaped-Offset, Quadrature Phase Shift Keying (SO-QPSK-TG) modulated telemetry transmitters conforming to the latest release of IRIG Standard 106 while operating into a nominal 50-ohm load on a specified frequency in the ultra-high frequency (UHF) telemetry band from 2200.5 to ! 2289.5 megahertz (MHz). The transmitter operates on the normal aircraft or missile 28-volt-direct-current (VDC) power supply. Input to the transmitter is differential EIA RS-422 signals (NRZ-L data and bit clock) at a nominal bit rate of 12.0 megabits per second (Mb/s), +/- 0.1 percent. The transmitter center frequency is field-programmable to allow selection of any center frequency in the 2200.5 to 2289.5 MHz band. The programming interface shall be serial EIA RS-232C using the Telemetry Transmitter Command and Control Protocol defined in IRIG standard 106-07. To qualify a product under Drawing 639AS11126, a vendor shall submit four Qualification units that meet all the requirements of Drawing 639AS11126. The vendor must, at their own expense, submit four Qualification units, including test data, for evaluation and testing by the procuring activity. The Qualification units shall be manufactured using the same methods, materials, parts, processes, equipment and proced ures proposed for production. Each Qualification unit shall meet all specified requirements. Failure of any Qualification unit to meet any of the requirements specified shall be cause for rejection. Qualification must be completed prior to award to be considered. Sixty-five (65) units shall be ordered. Delivery will be FOB destination to NAWCWPNS, China Lake, beginning no later than 17 December 2007 at a rate of 7 units every three weeks. This procurement will be awarded on a sole source basis to Nova Engineering, Cincinnati, OH, because their digital transmitters (Part Number HM-T2806-5-251-A9) meet the required form, fit, and function specified in the preexisting AN/DKT-89 missile telemetry fabrication package, the MCEB J/F-12 frequency management requirement, are TEMPEST certified as part of the AIM-9X AN/DKT-89 Telemetry System, and have been qualified to the AIM-9X missile environmental requirements. Respondents, other than the above, should submit, at a minimum , their qualifications and any other information considered pertinent to the requirement to the Contract Specialist within 45 days after publication. The anticipated contract award date is 11 September 2007. Proposals will be accepted by fax or e-mail. All responsible sources may submit a proposal that shall be considered by the agency.
