Description
This is a combined synopsis/solicitation for commercial services prepared in accordance with the format prescribed in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is being requested as a Request for Quote (RFQ); solicitation number is H92244-07-T-0075, as a Firm Fixed Price (FFP) type contract with fixed unit prices. The anticipated award date is on or about 2 July 2007. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-17, effective 14 June 2007. North American Industrial Classification Code (NAICS) 611699 applies to this procurement. This procurement is a 100% Small Business Set-Aside. The DPAS rating for this procurement is DO-C9. Section B Schedule of Supplies/Services CLIN 0001 Combat Pistol/Rifle Marksmanship Training Session 1: 16 July 2007 through 20 July 2007 SLIN 0001AA Labor Costs 1 Lump Sum SLIN 0001AB Travel Costs 1 Lump Sum CLIN 0002 Combat Pistol/Rifle Marksmanship Training Session 2: 20 August 2007 through 24 August 2007 SLIN 0002AA Labor Costs 1 Lump Sum SLIN 0002AB Travel Costs 1 Lump Sum Section C Performance Statement of Work Place of Performance: Naval Special Warfare Development Group (NSWDG), Dam Neck Naval Base, Virginia Beach, Virginia Required Tasks Task 1 Course of Instruction Contractor shall provide practical field application for combat pistol and rifle marksmanship. As a result of this training, students shall become proficient in the following skills: As a result of the training, students must achieve the following skills: Basic pistol marksmanship Basic rifle marksmanship Combat pistol marksmanship Combat rifle marksmanship Multiple target engagement Shooting while moving Shooting from cover/barricades Combat re-loading of pistol/rifle Dealing with weapons malfunctions ADDITIONAL INFORMATION: Requirements for Instructors: Instructor must be able to analyze and correct student shooting technique and must have experience in the past three (3) years working with Special Operations Forces and be familiar with standard operating procedures, ranges, weapons, optics, and equipment. 1.0 DELIVERABLES 1.1 A list of attendees successfully completing the marksmanship training shall be provided to the Contracting Officer within 30 days after the end of each class. Student successfully completing the course will be issued a certificate stating that the student has completed ?Combat Pistol/Rifle Marksmanship.? Location: Training environment will be at Naval Special Warfare Development Group, Dam Neck Naval Base, Virginia Beach, Virginia. Training: The first training session will be for five (5) days, beginning 16 July 2007 and ending 20 July 2007. The second session will be for five (5) days, beginning 20 August 2007 and ending 24 August 2007. Number of Students: There are approximately fifty-one (51) students. The following factors shall be used to evaluate offers: technical competence, past performance, and price. Technical competence and past performance, when combined, weighs more than price. Offerors shall submit past performance information to include contract number, government agency point of contact and contact information, description of supplies/services provided, unit of issue, unit price, and extended price. Past performance shall be current and shall not exceed three (3) fiscal years before posting date of the combined synopsis/solicitation on FBO. SOFARS 5652.201-9002 Authorized Changes Only By Contracting Officer (JAN 2005) The Contractor shall not comply with any order, direction or request of Government personnel unless it is issued in writing and signed by the Contracting Officer, or is pursuant to specific authority otherwise included as part of this contract. Except as specified herein, no order, statement, or conduct of Government personnel who visit the contractor?s facilities or in any other manner communicates with Contractor personnel during the performance of this contract shall constitute a change under the Changes clause in Section I. In the event the Contractor effects any change at the direction of any person other the Contracting Officer, the change will be considered to have been made without authority and no adjustment will be made in the contract price to cover any increase in cost incurred as a result thereof.
