Description
The Fleet and Industrial Supply Center, San Diego, intends to solicit for full food services at the Dining Facility at Naval Auxiliary Landing Field (NALF), San Clemente Island, California. It is anticipated that the solicitation resulting from this announcement will be available to interested parties by 20 June 2007 on the Navy Electronic Commerce Online (NECO) web site http://www.neco.navy.mil. It is the responsibility of interested parties to frequently monitor this web site for updates and ame ndments to the solicitation. Paper copies of the solicitation will not be provided. Technical and price proposals will be required. Offerors will be required to submit proposals on CD-ROM media in Microsoft Word, Microsoft Excel, and/or Adobe Acrobat Format. Files will be limited to 5 MB in size; larger files will not be evaluated. It is anticipated that a firm-fixed-price contract will be awarded using best value source selection procedures IAW FAR Part 15. The projected con tract start date is 1 October 2007 for the base year with four (4) one year options, to be exercised at the discretion of the Government, potentially extending services through 30 September 2012. This acquisition will be conducted as HUBZone small business set-aside under The North American Industry Classification System (NAICS) 722310, Food Service Contractors, with the additional stipulation that the solicitation allows for participation of the California State Licensing Agency (CSLA) pursuant to the Randolph-Sheppard Act. Award will be made to that offeror whose price is determined "fair and reasonable" and most advantageous to the Government pursuant to the evaluation criteria set forth in the solicitation to be released and in consideration of any preferences afforded blind vendors under the Randolph-Sheppard Act. The small business size standard corresponding with NAICS 722310 is $15 Million. The government will not accumulate or post an electronic bidders list for th is requirement.
