Description
NAICS Code: 334516 The U.S. EPA intends to negotiate on a sole source basis, under the authority of FAR Part 6.302-1, with Richmond Instruments & Systems, Inc. to furnish and install a new heater/chiller unit to replace the existing heating & chilling units, which have failed recently, on the National and Vehicle Fuel and Emissions Laboratory's (NVFEL) Variable Temperature (VT) Sealed Housing for Evaporative Determination (SHED) number 1 (VT1). Under this procurement, the contractor shall furnish and provide, on a turnkey basis, a replacement heater/chiller unit as well as all physical connections, communication hardware components and proprietary software modifications needed to integrate it with NVFEL's existing system on VT1 SHED. The contractor shall specify, ambient temperature ranges, standard temperature ranges, temperature stability, unit performance, reservoir size, pump performance characteristics, power requirements, plumbing requirements, and refrigerant type and procure a heater/chiller unit to replace the existing SHED systems in order to accomplish the required internal SHED temperature profiles using the existing SHED internal mechanical temperature control systems and the SHED's computer software and hardware. The contractor shall integrate the new heater/chiller unit with the existing plumbing (both SHED and NVFEL facility) for control of VT SHED internal temperatures and proper cooling of heater/chiller unit compressor. The contractor shall provide and make all electrical connections to power the unit in accordance with all existing electrical safety codes. The contractor shall install all electrical control and computer communications components required to operate the existing VT1 SHED. The contractor shall integrate software and hardware control of the heater/chiller unit with the existing SHED computer control system and NVFEL facility utilities. After installation the contractor shall be required to demonstrate the correct operation of the SHED. Proof of shall consist of the successful completion of all Federal Register (FR) Evaporative Emissions tests and California Air Resources Board (CARB) VT SHED test requirements by VT SHED 1. This includes meeting all FR Section 86 Subpart B requirements for VT Evaporative emissions. Specifically, HC (propane) Injection Recovery (+/-2% of an independent scale mass quantification), Propane Retention (+/- 3% retention after 24 hours) as well as both FR (72 degrees F to 96 degrees F to 72 degrees F over 24 hours, +/- 3 degrees instantaneous and +/- 2 degrees average over the 24 hour trace) and CARB (65 degrees F to 105 degrees F to 65 degrees F over 24 hours, +/- 3 degrees instantaneous and +/- 2 degrees average over the 24 hour trace) Variable Temperature Evaporative tests. Richmond Instruments & Systems, Inc. is the designated sales, maintenance and repair company for the EPA's Variable Temperature SHEDs and is licensed to work on the MTS-Power-Tek proprietary systems. They are also solely responsible for the design and programming of the existing SHEDs. Subsequently, U. S. EPA has determined Richmond Instruments & Systems, Inc. to be the only contractor qualified to perform the work. This procurement will be accomplished under FAR Part 12 Commercial Procedures. Interested firms may identify their interest and capability to respond to the requirements. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government.
