Description
The U. S. Coast Guard (USCG) intends to solicit and negotiate a sole-source contract with the Maritime Institute of Technology and Graduate Studies (MITAGS), 692 Maritime Boulevard, Linthicum Heights, MD 21090, under the authority of 10 U.S.C. 2304(c) (1) as implemented by FAR 6.302-1, Only one responsible source. The most appropriate NAICS Code is 611519 with a small business size standard not to exceed $6,500,000. The USCG has a requirement to provide National Vessel Traffic Service (VTS) certification training to all newly hired civilian personnel and military personnel recently transferred to VTS. It is estimated that 40 to 80 students per year will be trained in the following subjects. Course subjects in Professional Maritime training include Shiphandling (Basic, Advanced, and Emergency), Bridge Resource Management, Automatic RADAR Plotting Aids, Electronic Chart Displays, Watchkeeping, and RADAR Observer. These courses are required to be taught using a combined Vessel Traffic Control simulator and Shipboard simulator. The combined simulators allow students in the Vessel Traffic Control simulator to control the traffic and interact with students operating up to eight simulated vessels in the Shipboard simulator. MITAGS is the only known facility in the United States having such a combined simulator installed. Training is required to begin promptly after award in January 2007. Upon completion of the courses, VTS watch standers shall possess knowledge of shipboard operations; including the functions, capabilities, and limitations of the ship?s bridge team members, along with an understanding of the resources at their disposal. The VTS watch stander must also understand typical forces and vessel characteristics involved in ship handling and marine navigation.
