- WEB ADDRESS: http://www.desc.dla.mil and http://www.fedbizopps.gov/ DESCRIPTION: This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR Subpart 12.6, as supplemented by additional information included in this notice. 74,227 gallons of Gasoline, Midgrade Unleaded (MUM) (26) with long term storage additive (ordering period is Date of Award or 1 October 2007 through March 31, 2010) is being solicited for FOB Destination delivery to Blount Island, FL (Jacksonville area) from 48 hours from Date of Award to March 31, 2010. This is an ALL OR NONE solicitation, as the requirement is one line item broken out for payment reimbursement allocation only. This will be a TW delivery mode, delivered into Intermodal containers for the Military Sealift Command (MSC) at Blount Island, FL. A total of 13 ships are authorized under this contract to load gasoline for support of equipment. The 13 ships and their projected port dates are included in the solicitation. Solicitation SP0600-07-R-0201-0001 is being issued as a request for proposal and constitutes the only solicitation; a written solicitation will not be issued. Solicitation SP0600-07-R-0201, is incorporated by reference. The NAICS code is 424110 and the small business size standard is 500. DESC reserves the right to make contract award based on the initial offer submitted. The provision at 52.212-1 - Instructions to Offerors?Commercial Items, applies to this acquisition. Offerors are advised to include a completed copy of 52.212-3, Offeror Representations and Certifications--Commercial Items, with their offer. The provision at 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. This solicitation incorporates by reference all provisions of Solicitation SP0600-07-R-0201. Solicitation SP0600-07-R-0201 and all documents associated with Solicitation SP0600-07-R-0201-0001, to include the Offeror Submission Package which must be filled out and returned can be found at: http://www.desc.dla.mil and on the Federal Business Opportunities website http://www.fedbizopps.gov/. The Government contemplates award of a Requirements Type, Fixed Price with Economic Price Adjustment contract resulting from this solicitation. After award, the contract price will escalate / de-escalate in accordance with Clause B19.19 Economic Price Adjustment (PC&S) (DESC APR 2006) as stated in the reference package. The proposed reference is AXXIS Jacksonville, FL, MUM Unleaded May 22, 2007 @ 2.6032. Elements that should be included in the offer are as follows: price and any exception to the terms and conditions. All taxes except FET should be included in the offered price but Offeror must annotate which taxes the price includes.
