- The Medicine Bow Routt National Forest has an urgent requirement for mountain pine beetle and spruce beetle spraying services. The window of opportunity is very short. We must ask the quotes be delivered to the Contracting Officer no later than June 21, 2007, 16:00, with best possible pricing. Please send copy of applicable licensure, certifications, insurance, etc. WITH the quotation. Award will almost certainly be based on initial quotations. Please furnish Past Performance points of contacts for your last three projects and technical capabilities as defined in the evaluation criteria. Past performance and technical capabilities will be considered approximately equal with price. The Contractor shall provide any and all labor, equipment, supplies, services, permits, insurance, and licenses required to spray a minimum of 3,500 trees and a maximum of 8,000 trees to treat for mountain pine beetle (Dendroctonus ponderosae) and spruce beetle (Dendroctonus rufipennis) on the following Ranger Districts on the Medicine Bow Routt National Forest and Thunder Basin National Grassland; Hahns Peak/Bears Ears, Brush Creek/Hayden, Laramie, Parks, and Yampa. The Contractor must be registered with the Department of Labor under the Migrant and Seasonal Workers Protection Act. Contractors are encouraged to visit the worksites to determine average diameter, the height of tagged trees, and the quantities of chemical needed prior to submitting the proposal. The chemical to be used shall be registered for bark beetles and be properly formulated, following label directions for bark beetles. The insecticide shall be liquid concentrate (no powder). Sevin XLR Plus is the desired insecticide to be used. Offeror?s shall submit any proposed substitutes to Sevin XLR with their proposal. The hose on the Contractor?s spray rig shall be capable of reaching at least 300 feet. The applicator must use a hydraulic power sprayer with a minimum psi of 350. A psi of 400 or higher is preferred, if available. Hose size greater than ? inch is recommended to reach the desired height. Individual campsite amenities (i.e. fire rings, picnic tables, water faucets, grills, etc.) must be covered during all spraying operations. This project is valued above $100,000. The anticipated issuance date of this solicitation is June 7, 2007. The solicitation will be due to the Arapaho and Roosevelt National Forests, AQM Department located at 2150 Centre Avenue, Building E, in Fort Collins, Colorado, 80526 on or before June 21, 2007, 16:00 local time.
