Description
The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), Center for Coastal Environmental Health and Biomolecular Research (CCEHBR), Charleston, SC is issuing an intent to negotiate a sole source procurement with Liebert Global Service, Inc, of Westerville, OH for Annual Service Agreement for UPS System. Service to include: Guaranteed 4 hour on site response 24/7, 100% parts coverage, 100% labor and travel coverage, one (1) semi-annual and one (1) annual preventative maintenance service schedule. The period of performance is from July 1, 2007 to June 30, 2008 with two (1) year option periods. The proposed contractor, Liebert Global Service, Inc. is the original installer of the existing equipment and is the warranty holder for the UPS power supply system controls, batteries, and HVAC cooling system. Additionally, the site license for the existing Liebert system proprietary equipment is held by Liebert Global. Authority: 41 USC 253(c)(1). The NAICS Code is 811219. The government intends to award a firm-fixed price purchase order for this requirement. The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302(c)(1). Liebert Global Services, Inc. is the only known source capable of providing the service due to the proprietary equipment being utilized at CCEHBR. Interested parties may identify their interest and must provide evidence of their capability to respond to this requirement by June 18, 2007 by 12:00 Noon. Responses to this notice, if any, must show clear and convincing evidence that competition would be advantageous to the government. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
