- The National Cancer Institute (NCI), Center for Cancer Research (CCR), Laboratory of Pathology (LP) plans to enter into a sole source procurement for two Nuance Multispectral Cameras from Cambridge Research and Instrumentation Inc., 35-B Cabot Road, Woburn, MA 01801. The North American Industry Classification System Code is 334516 and the business size standard is 500 employees. This acquisition will be processed under FAR Part 12 ? Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.5 to use simplified procedures for commercial acquisitions. Cambridge Research and Instrumentation Inc., is the only source known to the NCI researcher that has a multispectral imaging system which will meet their research needs as detailed. However, if any interested party believes it can perform the requirement as detailed they may submit a statement of capabilities. The statement of capabilities and any other furnished information must be in writing and must contain material in sufficient detail to allow the NCI researcher to determine if the party can perform this requirement. An original and one copy of the capability statement must be received in the contracting office by 1:00 pm EDT, on June 18, 2007. Faxed and emailed capability statements are NOT authorized. It is the vendor?s responsibility to call (301) 402-4509 and verify that questions were received. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION Part I: Background information and Description of Acquisition Title: Purchase of (2) Nuance Multispectral Cameras from Cambridge Research and Instrumentation (CRI) Purpose/Brief History: One of the missions of the NCI, LP is to develop tissue based biomarkers for cancer diagnosis, prognosis and prediction of therapy response. In order to provide a high quality service and support ongoing clinical trials, there is a continuous need to be able to accurately quantify labeled targets on tissue sections. Accurate quantification of immunohistochemistry is highly challenging because it requires resolution of labeling colors which often have overlapping absorbance spectra. In addition, quantification of multiple targets needs to be done under fluorescent or bright field imaging depending on the test being performed. The camera technology currently in use at the LP does not allow separation of colors based on individual spectra. Therefore the LP needs to upgrade to a multispectral camera. With this equipment the LP will be able to quantitate these colored stains accurately. The only multispectral camera available for both bright field and fluorescent imaging is the Nuance camera by CRI. PART II: Facts and reasons to Justify Other than Full and Open Competition Statutory authority FAR 13.106(b)(1) b) Soliciting from a single source. (1) For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, or industrial mobilization). (2) For sole source acquisitions of commercial items in excess of the simplified acquisition threshold conducted pursuant to subpart 13.5, the requirements at 13.501(a) apply. Justification: In order for the LP to further their mission they need to have the capabilities provided by the Cambridge Research and Instrumentation Nuance Multispectral Imaging System. There is no other vendor capable of delivering an instrument with the needed capabilities of the Nuance Multispectral Imaging System. This imaging system is capable of performing optical imaging from 420nm to 720nm wavelengths in discrete increments. The emission filter is based on a liquid crystal technology and is completely adjustable. The camera is compatible with multiple light sources including both fluorescent and bright field, as well as being compatible with multiple microscopes from different manufacturers. The unit comes with its own customized software capable of acquiring spectroscopic cubes and un-mixing the color components within a sample so that each component of a sample may be quantitated individually. These features are patented and available only from Cambridge Research and Instrumentation.
