- The National Institute on Aging, IRP, intends to negotiate and award a purchase order on a noncompetitive basis with Wake Forest University, Winston-Salem, NC for a project, ?Reliability and Validity of Telephone Cognitive Assessments?. The contractor shall recruit participants and administer and score the defined measures of memory and other cognitive functions and supplemental tests to 100 participants distributed across 4 groups of 25 individuals per group. The contractor shall obtain necessary Human Subjects approval, recruit participants, contact and schedule the selected participants, administer, score and enter data from the test battery and will forward the data electronically to the NIA Project Officer. The Contractor will also provide consultation necessary for interpretation of data. The general procedures will entail the following design: 1) a 2x2 factorial design: women shall be randomized to either telephone/telephone; telephone/face-to-face; face-to-face/ face-to-face/telephone; b) there shall be 25 women per cell; 3) there shall be a 6 month interval between first and second test administration; 4) these data shall allow analysis of comparison between methods (cross-sectionally); 5) these data shall allow analysis of the relative sensitivity of methods to change over time. The Test Battery to be performed shall include the following measures: 1) telephone interview for cognitive status (TICS) without words list; 2) modified mini mental state exam (3MS); 3) California verbal learning test (CVLT) using the modified WHISCA administration; 4) Digit span subtest (digits forward and digits backward); 5) category fluency (animals); letter fluency (FAS); 6) Perceived memory ? 7 questions from the nurse?s health study; 7) quality of life ? MOS short form ? 12 items; and 8) depression ? Geriatric Depression Scale Short Form. Only one responsible source and no other supplies or services will satisfy agency requirements, 41 U.S.C. 253(c)(1), FAR 6-302-1(b)(1). The cited authority is applicable because the Wake Forest University is the only source that can fulfill the requirements of this contract. Dr. Shumaker and her colleagues conduct the WHISCA and co-STAR studies and have extensive experience in performing and coordinating the neuropsychological test assessments according to the standards set by Lab of Personality and Cognition (LPC) investigators. Compatibility with WHISCA, Co-STAR and Baltimore Longitudinal Study of Aging studies is required to maximize the utility of the data acquired as part of this study. The Wake Forest University of School of Medicine?s experience with these test batteries and the LPC standards are necessary to assure that estimates of test-retest stability and validity of the telephone battery are accurate and applicable to LPC studies. A survey of the literature in this field shows that there are no other sources for these services because Dr. Shumaker and her colleagues have the required staff, experience and facilities for administering, scoring and analyzing data according the LPC standards. The period of performance is 12 months. The North American Industry Classification (NAICS) is 541990 and the size standard is $6.5 million. This acquisition is being conducted under Simplified Acquisition procedures and is exempt from the requirements of FAR, Part 6, Competition Requirement.
