- *****PLEASE NOTE: Companies responding to this requirement must be certified by the Department of Health and Human Services (HHS) to perform urinalysis testing for Federal agencies. The U.S. Customs and Border Protection (CBP) intend to solicit proposals for forensic urinalysis services in support of its Drug Laboratory Testing Services for the Drug Free Workplace Program, under Executive Order 12564. CBP anticipates awarding a single Indefinite Delivery/Indefinite Quantity (IDIQ) type contract. The period of performance is October 1, 2007 through September 30, 2008 with four one-year option periods. The contractor is expected to provide single specimen collection supplies, split specimen collection supplies, laboratory drug screening and confirmation testing of urine specimen, overnight specimen shipment and forensic urinalysis; to U. S. Customs and Border Protection, Immigration and Customs Enforcement (ICE) and Citizenship and Immigration Services (CIS). A minimum of 250 drug-screening tests of samples shall be preformed by the contractor within a 24-hour period; six days per week. The contract shall be performed in accordance with the regulations and guidelines issued by the U.S. Department of Health and Human Services (HHS). The mandatory procedures for testing urine specimens are outlined in the guidelines published by HHS. The HHS Mandatory Guidelines for Federal Workplace Drug Testing Programs is available on line at http://workplace.samhsa.gov/FedPgms/Pages/Mand_Guid_04.aspx. The contractor must comply with all HHS Guidelines in effect at that point-in-time. The contractors responding to this requirement MUST BE FULLY HHS CERTIFIED PRIOR to the response date of the Presolicitation Notice. All parties interested in receiving the solicitation shall respond to the Contract Specialist, Jenne Tillman via email (jenne.tillman@dhs.gov). The solicitation will only be issued to parties that meet the standards specified above and who respond by 5:00 PM EST, Monday, June 18, 2007.
