Description
This Request for Information (RFI) is NOT a Request for Proposal (RFP) or Request for Quotation (RFQ) nor is it a commitment by the Government to issue a solicitation on the basis of this RFI. Responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. The government will not pay for any information submitted as a response to this RFI. The purpose of this RFI is for Market Research ONLY. The Department of Homeland Security (DHS), Federal Law Enforcement Training Center (FLETC) is seeking information regarding an offeror capable of providing Facilities Condition Inspection Services to evaluate all aspects of the building structure and component systems and prepare reports on the physical condition of the property of all FLETC facilities. The offeror shall also provide a Commercial Off-the-Shelf (COTS) facility capital asset management software product to include installation and integration of current and newly developed/gathered FCI data. All software must be able to meet Section 508 accessibility compliance and meet security requirements necessary for the application to be hosted on the internal FLETC servers. Interested parties should include rough-order-magnitude pricing for software, customization of applications, on-site installation, training, and annual out-year maintenance costs for software support. Specific requirements sought include: 1. The contractor shall be able to conduct facility condition assessments/inspections in order to provide a turn-key solution. 2. COTS software shall be an enterprise browser-based solution. 3. The contractor shall transfer and enter all existing facilities condition index data and new data obtained through the assessment into the COTS software. The existing asset data is in an Access database 4. The COTS software shall include a records management system that allows for the collection, storage, and reporting of facilities/infrastructure condition and related asset data. The system must make provision for all data elements found in Executive Order 13327. 5. The COTS software shall integrate with the existing MAXIMO Datastream CMMS system to form a complete facility management system. 6. The COTS software shall be capable of associating digital photos to requirements or systems. 7. The COTS software must have the ability to store CAD drawings and link to specific requirements. 8. The COTS software shall be able to calculate the Facility Condition Index. This benchmark must be configurable to match the FLETC?s specific needs. 9. The contractor shall provide training to the Government on conducting facilities assessment and use/administration of the COTS software. 10. Maintenance and support on the COTS software (to include upgrades) shall be provided with the COTS software. Companies responding to this RFI should indicate whether they are a large or small business, small disadvantaged business, woman-owned business, HUBZone small business and/or service disabled veteran-owned business. Please inform us if your company is an authorized dealer/reseller for the COTS software being suggested or if the company is the developer of the software. Request that any/all license restrictions be identified. All responses must contain the company name, street address, point of contact with phone number and email address, and company web page URL.
