Description
The U. S. Coast Guard (USCG) has a requirement to provide National Vessel Traffic Service (VTS) certification training to all newly hired civilian personnel and military personnel recently transferred to VTS. It is estimated that 40 to 80 students per year will be trained in the following subjects. Course subjects in Professional Maritime training include Shiphandling (Basic, Advanced, and Emergency), Bridge Resource Management, Automatic RADAR Plotting Aids, Electronic Chart Displays, Watchkeeping, and RADAR Observer. These courses are required to be taught using a combined Vessel Traffic Control simulator and Shipboard simulator. The combined simulators allow students in the Vessel Traffic Control simulator to control the traffic and interact with students operating up to eight simulated vessels in the Shipboard simulator. MITAGS is the only known facility in the United States having such a combined simulator installed. Upon completion of the courses, VTS watch standers shall possess knowledge of shipboard operations; including the functions, capabilities, and limitations of the ship's bridge team members, along with an understanding of the resources at their disposal. The VTS watch stander must also understand typical forces and vessel characteristics involved in ship handling and marine navigation. The period of performance is a one-year base period plus four one-year option periods. All responsible sources may submit a proposal which shall be considered by the agency.
