Description
The Federal Bureau of Prisons (BOP), has a requirement for unarmed guard service at the Federal Correctional Institution (FCI), located at 2113 N HWY 175, Seagoville, TX 75159. The small business size standard for this requirement is $17 million dollars and the NAICS is 561612. It is estimated that the contractor will perform 12,000 yearly hours for the base year and 12,000 yearly hours for each of the four option years. These hours are estimates only. Duties include, but are not limited to, the contractor providing unarmed guard services on an as needed basis for inmates sent from the FCI to local medical facilities for medical treatment. The contractor will comply with all BOP security standards and procedures. All contractors will be licensed in the state of Texas and meet all regulatory and license requirements in that location. All contract guard employees will be tested for use of illegal drugs, undergo a credit check, and successfully pass a National Agency Check and Inquiries (NACI) background investigation. The contractor shall not employ any person as a guard supervising BOP inmates, who is under supervision or jurisdiction of any parole, probation, or court/correctional authority. The contractor shall train each employee in proper BOP techniques for guarding inmates, use and application of restraints, integrity, and the use of force. Program Statements regarding these techniques are available on the internet at www.bop.gov in the Freedom Of Information (FOIA)/policy section. The contractor will be responsible for orientation of contract guards. This orientation must be sufficient to ensure that all guards comply with all contract-established rules and procedures. The contractor will be bonded for civil liability of not less than $250,000.00. The FCI staff will specify restraint requirements and procedures for each inmate. Contract staff will not deviate from these requirements. Restraining equipment will be placed on all Federal prisoners and remain on them at all times while in the custody of security personnel. The contractor will provide adequate supervisory personnel to insure frequent and random security checks on employees. Responses are to be submitted no later than June 25, 2007. The work is expected to start on or about October 1, 2007, for twelve months, with four possible one year options to follow. Each and every contract worker will be required to submit to security clearance requirements.
