- The U.S. Department of State intends to award a noncompetitive purchase order to Nadia Beatriz Levi Popp, Mexico City, Mexico, using simplified acquisition procedures authorized by FAR Part 13 based on the firm's unique capabilities for providing assessment and training services regarding the development and implementation of precursor laws. The contractor will be required to provide the following services in Mexico as well as other participating countries in the region (Guatemala, Nicaragua, Honduras, Costa Rica, El Salvador, Ecuador, and Panama) for a one-year period. The contractor shall hold training courses every month and at source countries on chemical precursor laws. The contractor shall tailor the courses to individual countries. Topics covered during training shall include chemical precursor identification, and U.S. laws and regulations. All training will be in Spanish and use appropriate visual aids. The contractor shall assist in developing and implementing precursor laws means for each individual country and tailored to their constitutions. The contractor shall also coordinate with the police investigative networks in participating countries, assist in the planning of policing need assessments and the identification of enforcement and chemical precursor experts, maintain regular contacts with U.S. and international organizations to improve coordination and cooperation, and provide regular input, information, and findings to the U.S. Embassy Mexico City on matters relating to the chemical precursor program. The contractor shall submit monthly reports on training and progress of each country?s program, and assist with the organization of meetings, conferences, and workshops pertaining to the program. The contract type will be firm-fixed-price. The Government plans to conduct this acquisition using the authority in FAR 13.106-1(b)(1). See note 22 with the exception that the time period for receipt of quotations for consideration is 5 days instead of 45 days. Information received by noon (Ft. Lauderdale time) on June 11, 2007, will be considered solely for the purpose of determining whether to change the acquisition strategy.
