- 1. This acquisition is a Full and open competitive requirement. Award may be made without Negotiations taking place. SCOPE OF WORK: The contractor shall provide classroom, classroom support and administrative space for Defense Acquisition University (DAU) classes and support personnel. a. The classroom requirement is for one (1) dedicated classroom (52 weeks per year) and a second classroom to meet surge requirements. b. The Classroom support requirement is for break-out rooms, computer technical support, student and faculty shared drive, copy machine and printer support with paper. 1) Three (3) to four (4) breakout rooms will be required. For most classes, if a large classroom is available with partition, that will satisfy the breakout room requirement. For a few classes, 1-2 additional breakout rooms are required in addition to the portioned partitioned classroom. Internet connectivity is required in the breakout rooms for at least one computer. 2) The government will be providing 36 laptop computers with wireless internet capability. Requirement is to store these computers in a secure area with restricted access; set them up in the classroom (with power); provide technical support as described below under general requirements. A shared drive for DAU student and faculty use is required. This drive will be accessible from all student and faculty computers. The drive will have at least 10 gigs of space and will have the capability to be partitioned (e.g., one student group can not see another group?s work). This drive will require routine clearing of old material. 3) Access to a copier and printers with paper must be provided for the use of DAU admin support for copying class and administrative material. Up to 500 copies per week will be required. Printer support required in classrooms for all students to use for class requirements and available to admin support personnel. c. Support personnel space requirement is office space for one (1) individual suitable for conducting administrative business and interfacing with faculty and students. A telephone is required with long distance capability. Access to a fax machine with incoming and outgoing capability is required. 2. GENERAL REQUIREMENTS: The contractor shall furnish everything required to perform work statement providing maximum of two (2) classrooms and maximum of four (4) breakout rooms. Specific requirements are a. Primary classroom capable of comfortably seating 36 students. Second classroom must be able to comfortably seat 30 students. Both classrooms must be able to be configured to up into groupings of six students each, with room for an easel for each group. b. All seats must have adequate view of the projection screen and white boards. A minimum of 12 linear feet of white board?s space is required in each classroom. c. Rooms must be available from 0700-1700 daily and must be assigned exclusively for the use of DAU. Rooms will not be used by others at night or on weekends unless approval is obtained from DAU. Faculty and student access to the classroom may be required after normal class hours. d. Government will provide and contractor will maintain 36 laptop computers in accordance with DAU guidance to be used during scheduled classes. One of the laptops is required for the use of the instructor and is to be set up on an independent stand. Dedicated secure computer storage and support is required. e. Technical support is required for such things as internet connectivity, password resets, login account issues, loading of any class specific DAU provided software, formatting and re-imaging when required, backup of shared drive, audio video support of classroom equipment, support for classroom printer, and other issues of minor nature. f. Projection equipment and screen are required. The projected images must be visible from all seats in the room. The computer provided for the instructor will have connectivity to projection equipment with a remote control device. g. Classroom location must be within reasonable proximity to Robins AFB and have adequate free parking for up to 36 student vehicles and 2 faculty vehicles (this will increase by 32 when two classes are in session) within close proximity of the facility. Students and faculty must have easy access to the classroom and breakout rooms. Three access keys will be provided to the DAU administrative personnel. h. Contractor shall ensure all facilities are handicap accessible and can accommodate handicapped students in accordance with applicable laws. i. A break area with vending machines must be easily accessible. 3. GOVERNMENT PROVIDED ITEMS: The government will provide 36 laptop computers to be shared between both classrooms. The government shall provide an administrative support individual for advice and to assist DAU instructors and students. Government (DAU) will provide all instructional materials. 4. MISSION ESSENTIAL SERVICES: The services performed under this contract do not qualify as ?Essential DoD Contractor Services?, as defined and described in DoD instruction (DoDI) 3020.37, ?Continuation of Essential DoD Contractor Services During Crises?. The estimated period of performance is 365 calendar days with four (4) options year. The North American Industry Classification System (NAICS) is 531120, and $6 million annual receipts. The Government is not responsible for notifying potential Offerors of changes to the Solicitation. All changes, Amendments, and other pertinent information will be posted on the Web Site above for viewing. The closing date and time for submission of offers will be contained within the solicitation package. Note: See exhibit A and B attached. Exhibit A is the basic year schedule for FY 8 to be priced in Clins 0001-0019. Exhibit B represents those classes that are projected in the Over and Above Clins 0020,0022,0024,0026 and 0028.
