Description
This is a Request for Information (RFI) and is not a Request for Proposal (RFP). The Program Executive Office (PEO) Aviation and the Army Aviation and Missile Command (AMCOM) Acquisition Center, Redstone Arsenal, Alabama anticipates a requirement fo r Main Rotor Blade Fold Kits (MRBFKs). The purpose of this RFI is to request statements of interest to support the procurement for the MRBFK for the United States Government AH-64 Apache Attack Helicopter (AAH). The contract, if awarded, will be for an est imated quantity of 250 each MRBFKs. The MRBFK shall function to fold/unfold the blades with or without the Fire Control Radar (FCR) mounted on the rotor system to facilitate transportability of the Longbow Apache for Rapid Deployment. The MRBFK must not impinge on the FCR stowage fixture when installed in the Cat-Walk area. Blade fold and unfold procedure shall each be performed within 45 minutes. Installation of the MRBFK on AH-64 aircraft shall result in minimum to no aircraft hardware modifications. The Blade fold/unfold shall require no more than seven (7) or fewer trained Military and/or contractor personnel. Folding/unfolding the blades shall require no additional Ground Support Equipment(GSE) tools, or other items that are not included in the kit or provided in a standard to olbox. The entire kit shall be transportable by the crew that operates it. The weight of each component of the MRBFK shall not exceed a two man lift (one man lift equals 37lb). The blade folding/unfolding operation must consist of necessary procedures to e nsure that if any blade is removed it shall be re-installed in the same location and position on the same aircraft without manipulating adjustment settings. A Firm Fixed Price contract under FAR Part 15 is contemplated. Competitive bids will be held amongst US Government reviewed and approved, qualified AAH MRBFKs. The MRBFK shall be compatible with AH-64A and AH-64D aircraft to include the legacy main rotor blades as well as the Apache Block III (AB3) configuration Composite Main Rotor Blade (CMRB), amongst other AB3 configuration changes. Qualification of all proposed AAH MRBFKs must be achieved by November 2008 in order to participate in said competition. There are no design/development funds available for this requirement. Submitted documentation upon delivery becomes the property of the U.S. Government. Submissions will not be returned. This RFI is not to be construed as a commitment b y the government, nor will the government pay for the information solicited.
