Description
This will be an UNRESTRICTED, Best Value, Single Award procurement. All qualified business concerns may submit offers. Offers from large business firms must comply with FAR 19.7 and FAR Clause 52.219-9 regarding the requirement for submission of a s ubcontracting plan. The work consists of clearing and grubbing; excavation or truck haul of borrow material; minimal degrading of existing levees; installation of silt fences, construction of truck wash down racks, placement of compacted and un-compacted fill (Approximately 338,000 CY of un-compacted fill and 734,000 CY of semi-compacted fill); construction of an access road, installation of Gabion features, construction of slope paving, fertilizing, seeding, mulching, and other incidental work. The adver tisement of this procurement will require a Request for Proposal (RFP) which will require the submission of technical and price proposals that will be evaluated separately. The evaluation criteria may consist of schedule, past performance, cost, proposed technical approach/solutions, etc. The RFP will provide all necessary details, and state how the Selection Board will evaluate the proposals. RFP will be issued on or about June 20, 2007. ESTIMATED PROPOSAL RECEIPT date will be July 20, 2007. ACTUAL DA TES will be shown when the solicitation is issued. Work is estimated to be complete within 210 calendar days after receipt of the Notice to Proceed. For security reasons, all technical and engineering data related to this solicitation will be distributed using the Federal Technical Data Solutions (FedTeDS) system. FedTeDS is a web-based dissemination tool designed to safeguard a cquisition-related information for all Federal agencies. Interested bidders must register with FedTeDS before accessing the system. Registration instructions can be found on the FedTeDS website (https://www.fedteds.gov) by clicking on the Register with Fe dTeDS hyperlink. Contractors registered with the FedTeDS may view and/or download this solicitation and all amendments from the Internet after solicitation issuance at the following Internet address: https://www.fedteds.gov/fedteds/start.nsf/frm.vendorlog in?openform&SolicitationNumber=W912P8-07-R-0102. You can also find the link to FedTeDS for this solicitation on the New Orleans District web site at www.mvn.usace.army.mil. Click on Contracts and then Procurement Opportunities. Click on the solicitation number and it will send you to FedTeDS. Type in your username and password. A page will come up and you Accept. The next page will say Solicitation Information, click on file name and begin downloading. Do not click on the paperclip, click on the blue informational line. It may take some time to download the files. Zip files containing .cal drawing files should be downloaded and extracted together in a single directory. You will need the adobe acrobat reader for .pdf files (www.adobe.com) and the max view reader (www.maxview.com) for .cal files in order to open most files posted by the New Orleans District. You are advised that FedTeDS currently does not have a Plan Holders List capability. However, you are encouraged, for marketing purposes, to regi ster as an Interested Vendor in FedBizOps (www.fbo.gov). This can be done by clicking on the solicitation title and clicking on the button that says Register as an Interested Vendor and entering your business information. Offerors are also encouraged to post notices of prospective subcontracting opportunities on the Small Business Administrations Subnet, at http://web.sba.gov/subnet.
