Description
The Corps of Engineers has a need for a contractor for Fabrication and Delivery of components for the filling system for the future Charleroi Locks located in Western Pennsylvania. The filling system will consist of four sets of integrated components . Each unit will consist of the upstream bulkhead, upstream bulkhead seal and guide frame, upstream culvert liner, upstream filling valve (guard valve), a middle culvert liner and access hatch, downstream filling valve (operating filling valve), the downst ream culvert liner and bulkhead seal frame, and the downstream bulkhead. Each of the components is to be fabricated of various members of steel plate and shapes. The majority of the steel items shall conform to ASTM A-36 and ASTM A-572 grade 50 requireme nts. Connections will be accomplished by a combination of welding and bolting. All welded joints are to be tested by applicable non-destructive testing (ultrasonic, magnetic particle, dye penetrant, and visual). Following is a general description of the quantity and size of the major components: eight (8) filling valves each having a clear opening of 8 feet 6 inches wide x 7 feet high and four (4) bulkheads each 8 feet 6 inches wide x 10 feet high. The contractor will be responsible to develop and submi t detailed shop drawings for review and approval. The contractor is to fabricate the various components and connect them in the shop to show that the entire system is properly integrated. Once the system is accepted, the contractor will disassemble the s ystem, and package it for shipping. The contractor will be responsible to deliver and offload the various components at Montgomery Locks and Dam on the Ohio River located at 100 Montgomery Dam Road, Monaca, PA 15061. The period of performance will be bet ween 350 and 600 calendar days. This procurement is designated as a small business set aside. The Invitation for Bid (IFB) will be issued approximately July 6, 2007, on-line only through FedTeDS; therefore, requests for hardcopies of the specifications an d drawings will not be honored. Requests must be made by registering for this solicitation through FedTeDS at http://www.fedteds.gov.
