Description
BACKGROUND AND DESCRIPTION: The current radio system at North Cascades NPS Complex consists of five repeater sites and various base stations located throughout the park. The system provides conventional wideband VHF communications for NPS operations. The entire system is scheduled for conversion to narrowband in 2008 which includes additional repeater sites and new narrowband (Project 25) radio equipment. Of the existing repeater sites, three sites (McGregor, Ruby, and Copper) have been in place for over 30 years and the facilities have become deteriorated and in danger of failing. In general, each of the sites consists of a 3'x 4'x 5' fiberglass shelter that is staked and/or guyed in place. Two sites (Ruby and McGregor) have separate 20' towers to support antennas, the third (Copper) has a 15' mast affixed to the shelter to support an antenna. Solar panels are mounted on the towers at McGregor & Ruby and on the shelter at Copper. The work proposed in this contract consists of the rehabilitation of three of the mountaintop radio sites for the current system and includes the following: 1. Remove three existing mountaintop radio repeater shelters, antennas, solar panels, batteries, controllers and ancillary radio equipment. 2. Prepare and install foundations for new repeater shelters at three mountaintop sites. 3. Install new, Government-furnished repeater shelters at each of the three mountaintop sites. 4. Install new antennas, solar panels, batteries, controllers and ancillary radio equipment 5. Remove all construction debris, old equipment, and to the extent possible repair and groom site to a natural appearance. The repeater sites are in wilderness areas and the contractor will be required to comply with restrictions that govern activities within designated wilderness. The actual radio repeaters at each site will be installed by NPS personnel. All other work will be done by the contractor and must meet the standards described in Motorola R-56 Manual, Standards and Guidelines for Communication Sites. Maps and information about the park are available at www.nps.gov/noca CAUTION This rehabilitation project will require working on hazardous backcountry mountaintops. It is anticipated the work will require the use of helicopters to move materials and personnel to and from the work sites. Target start-work date is September, 2007, pending completion of NEPA compliance process. SOLICITATION DETAILS: This is a best value procurement open to certified HUBZone business concerns. The NAICS code for this project is 237130 and the small business size standard is $31.0 million.
