Description
The request for proposal (RFP), Solicitation N40084-07-R-0104 for a project entitled Repair Seawall of Operation Unit No. 2 of Tsurumi DFSP, Commander Fleet Activities Yokosuka, Japan will be issued on or about 25 June 2007, with a proposal due date of 31 July 2007. The entire solicitation, including plans and specifications, will be available for viewing and downloading at http://esol.navfac.navy.mil This will be a firm fixed price contract. The work is a package, which includes major work requirements to repair 190meter portion of 230 meters of seawall from the south property line to pier 4300392 at Operation Unit No. 2 of Tsurumi Defense Fuel Supply Point. This project proposes a combination of improving the in-situ soil by chemical grouting and adding new tie rods and deadmans to the existing seawall. The estimated cost range is from $5,000,000 to $10,000,000. The contract performance period is 731 calendar days after the date of award. THE NAICS CODE FOR THIS PROCUREMENT IS 237990. This procurement is UNRESTRICTED. This is a source selection procurement requiring both technical and price proposals. Contract award will be made to the offeror proposing the best value to the Government from the technical and price standpoint. Price is considered approximately equal to the technical evaluation factors. Technical evaluation factors are as follows: (1)Past Performance, (2)Experience, and (3)Key Personnel. A pre-proposal conference will be held approximately 7 calendar days after issuance of the solicitation. This will be an electronic solicitation only in PDF format. No paper solicitation will be issued. Interested parties are highly encouraged to register on e-Sol prior to downloading the solicitation. Block 7.
