Description
This synopsis is being provided to publish a requirement for the Environmental Protection Agency (EPA), National Health and Environmental Effects Research Laboratory (NHEERL), Atlantic Ecology Division in Narragansett, Rhode Island which has a requirement for a custom built aluminum vessel that will be used to collect sediment and associated macro fauna, water samples, conduct remote underwater camera work, and diving operations along coastal/inland waters. The custom aluminum vessel package shall include custom aluminum vessel, trailer, engines, and all associated equipment and supplies as specified in the forthcoming solicitation. The aluminum vessel must be manufactured in accordance with United States Coast Guard (USCG), National Marine Manufacturers Association (NMMA), and the American Boat Yacht Council guidelines (ABYC), Title 33 and 46; Code of Federal Regulations. The craft must sustain floatation when overturned be and self-bailing. PHYSICL SPECIFICATIONS: VESSEL DIMENSIONS Hull Length Overall (LOA): 26' 6" w/ integrated bracket; 24' w/o integrated bracket. Hull Beam Overall: 8' 6" w/o rub rails 9' 2" w/ 3" D rub rails Draft (hull): 1' 6" Norm. Oper. Displ.: around 7,000 lbs. w/ 3 crew, half fuel, 300 lbs gear Power: Twin Outboards, suggested 150 HP each (sufficient HP for application will be discussed with contractor) with electronic fuel injection and meets all EPA emission standards. HULL A modified Vee design with variable dead rise (e.g. 50-60? forward, 5-14? aft) shall be considered. The actual hull design shall provide a stable stationary working platform while optimizing the performance of the vessel underway for a specified sea state. LAY OUT The following key aspects shall be incorporated into the overall design of the vessel: - Deck space: Deck space shall be maximized for the greatest working area, while meeting space requirements for pilot house & forward cabin. The deck shall have a minimum of 8' from the transom to aft of the cabin bulkhead door. A davit/winch shall be located mid-ship on the port side. - Pilot House: The pilot house shall allow for comfortable seating of at least 3 passengers (Captain and 2 crew members) and equipment, utilizing fold down or flip-up benches on port side. A fixed pedestal seat mounted on aluminum storage box shall be positioned on the starboard side. - Forward cabin: Shall have room for stowage of equipment, porta-potty, and padded seating on both starboard and port side of porta-potty. Fold down/ flip-up tables shall be mounted on bulkhead for laptop and other scientific equipment VESSEL CONSTRUCTION The boat shall be of all welded aluminum construction featuring both transverse and longitudinal framing. There shall be at least four watertight bulkheads. Other frames may be frames or bulkheads. Additional requirements and the specific specifications for each of the following areas of this acquisition will be made available along with the solicitation: 1) Fuel and Propulsion, 2) Steering System, 3) Bilge Pumps, 4) Battery and Accessory Systems, 5) Accessories, 6) AC system, 7) Outfitting Equipment & Hardware, 8) Pilothouse & Cabin Joiner Work, 9) Paint & Finish, and 10) Trailer, Davit & Winch package. THE EPA HAS SET THIS ACTION ASIDE FOR SMALL BUSINESS. Copies of the solicitation will be available to all offerors on the Internet. Hard copies will not be distributed. It is the responsibility of potential offerors to frequently check the FedBizOpps site for amendments. No RFP release or closure dates have been established. The North American Industry Classification Code is 336612 with a small business size standard of 500 employees. A written solicitation, PR-CI-07-10852, is anticipated to be released in late June 2007. All responsible small businesses may submit a quotation in response to the solicitation which shall be considered by the Agency. This procurement will be pursued using FAR Part 15 negotiated methods and procedures. This notice of intent is not a request for competitive quotations. Additional information regarding the specific requirements and specifications for the vessel will be made available along with the solicitation. The Government will award a contract resulting from this solicitation to the responsible small business offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Evaluation of proposed vessels will include a sea trial event. Contract type will be firm fixed price. See Note 1.
