- NAICS Code: 541710 The US Environmental Protection Agency (EPA), Office of Research and Development (ORD), National Risk Management Research Laboratory intends to negotiate, on a sole source basis, under the authority of FAR 13.106-1(b)(1), with University of California-Davis for working papers and reports on multi disciplinary analyses of transportation energy pathways involving biofuels, hydrogen, and electricity as compared to conventional and non-conventional oil pathways and developed from research supported and guided by a consortium of industry and government participants. The US EPA intends to issue a base year purchase order with three (3) additional Option Years. US EPA requires a contractor that possesses the unique capabilities of (a) having an interdisciplinary transportation research program consisting of economists; civil, environmental, and agricultural engineers; anthropologists; and policy researchers with expertise in the processes and technologies for biofuels, hydrogen, and electricity; and (b) having an advisory board of energy industry, automotive industry, and state and federal government participants. This unique capability is essential for purchase order performance because they ensure that (a) the reports will cover a broad set of issues including public perceptions of alternative transportation pathways, fuel infrastructure and vehicle technology issues, environmental and cost impacts, and comparative analyses across fuels; and (b) through input from the industry and government advisory board, the research which feeds the reports will meet the needs of the industry and public sectors. Based on EPA's knowledge of the industry only University of California-Davis has been identified with these capabilities. However, any firm believing itself capable of meeting EPA's requirement may submit technical documentation to establish the potential of complying with the specifications. Such documentation must be submitted to the point of contact within 15 days of the posting of this notice. A determination not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered only for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis.
