Description
The National Geospatial-Intelligence Agency, Acquisition Contracts Office intends to on a sole source basis increase the scope of contract number NMA30102D0001 with MacDonald Dettwiler & Associates Ltd. (MDA), to include the commercial Synthetic Aperture Radar (SAR) data and direct downlink services of RADARSAT-2 which is scheduled to launch in August 2007. The contractor shall provide derived products, raw data, and direct down linking services used by Eagle Vision (EV) program in the execution of NGA's vital mission support of its internal and external customers. In order to assess the benefits of the data and how it can be utilized to meet NGA customer SAR requirements the increase will fulfill NGA's requirement for testing and evaluation of RADARSAT-2 data. Data products and formats will be evaluated to understand the impacts the data will have on the NGA architecture. The EV Direct Downlink System (DDS) are deployable ground stations that directly receive data from commercial remote sensing satellites. The systems receive all image and ephemeris/phase history data and perform the ground station functions and pre-processing of data. MacDonald Dettwiler & Associates Ltd. (MDA) is the developer and owner of the RADARSAT-2 satellite. No other sources exist that can provide EV systems and the downlink access to RADARSAT-2. The United States Government is the largest customer of RADARSAT-1, the predecessor to RADARSAT-2, which has been in orbit for twelve years. Once RADARSAT-2 is launched and validated RADARSAT-1 may be retired. Any persons or companies interested in this notice are to respond to the requirements and submit their capabilities and qualifications statements to the Technical Focal Point (Anita Clegg (301)227-6447, Anita.S.Clegg@nga.mil). The capabilities and qualifications statements shall explain why the person or company believes a sole source is invalid. Responses from small business and small disadvantaged business firms are highly encouraged. Firms or individuals responding shall indicate if they are a small business, a socially and economically disadvantaged business, 8(a) firms, historically black colleges or universities, and minority institutions. The capabilities and qualifications statements will be evaluated solely for the purpose of determining whether to conduct this procurement on a competitive basis. Oral communications are not acceptable in response to this notice. A determination not to compete this proposed effort on a full and open competition basis will be based upon responses to this notice is solely within the discretion of the United States Government.
