Description

The Department of Veterans Affairs (VA), National Cemetery Administration (NCA), is soliciting bids under Solicitation Number: VA-786A-07-IB-0026 for the following: A Service Disabled Veteran Owned Small Business (SDVOSB) contractor to furnish all labor, material, and supervision, for development of approximately 30 acres of land for a Gravesite Development Project at the Quantico National Cemetery in Triangle VA. The project will include but not limited to clearing, grubbing, grading, roads, the purchase and installation of 7070 pre-cast concrete crypts, 2304 columbarium niches, a new committal shelter, landscaping, irrigation, repairs to an existing maintenance building and vehicle wash station, upgrade public restrooms, and wetland preservation and mitigation, as per the contract specifications and drawings that will be provided. Please note all bidders responding to this solicitation must have the qualifications, either on staff or through sub-contract, of installation experience of Pre-cast Double Depth Lawn Crypts, as noted in Section 03400, Pre-cast Double Depth Lawn Crypts. The magnitude of this project is between $5,000,000 and $10,000,000. NAICS code is 237990. The Size Standard is $31.0 Million. Performance period is 365 calendar days from date of receipt of Notice to Proceed. This is a total set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB). Hard copies of this solicitation will be available on or about April 3, 2007. OBTAINING SOLICITATION MATERIAL: Electronic solicitations are not available. Requests for hard copy drawings and specifications shall be in writing to Rhodeside & Harwell, ATTN: Steve Devries, 320 King St Suite 202, Alexandria VA 22314, PH 703-683-7447, FAX: 703-683-7449. Bidders will be charged a $150.00 non-refundable fee for each set of drawings and specs. This price includes standard ground shipping, if you desire overnight shipping you must provide an account number. Payment must be in the form of a certified check, cashier's check, or money order made payable the "Rhodeside & Harwell". Requests shall be on company letterhead to include point of contact, physical mailing address, phone number, fax number, e-mail address.  No telephone requests will be accepted. A plan holders list will be maintained by Rhodeside & Harwell and will be available by written request. Contractors are encouraged to register on the FedBizOpps website at: http://www.fedbizopps.gov/ (Interested Vendor List). NOTICE TO PRIME (GENERAL) CONTRACTORS: Unless Prime (General) Contractors are registered on the FedBizOpps website, potential subcontractors will not know of your interest in bidding on this project. SOLICITATION AMENDMENTS: Amendments to the solicitation will be posted at http:www.fedbizopps.gov/. Paper copies of the amendments will NOT be individually mailed. By registering for the Register to Receive Notification list at http://www.fedbizopps.gov, you will be notified by e-mail of any new amendments that have been issued and posted.  No other notification of amendments will be provided. Potential bidders are advised that they are responsible for obtaining and acknowledging any amendments to the solicitation.  PRE-BID CONFERENCE: A Pre-Bid conference is scheduled for April 11, 2007, at 10:00 AM Eastern time, at the Quantico National Cemetery, located at 18424 Joplin Rd, Triangle VA 22172.
