- The National Institute of Standards and Technology (NIST) Acquisition Management Division, on behalf of the NIST Manufacturing Extension Partnership (MEP) Program, intends to negotiate a sole source contract under the authority of 41 U.S.C. 253 (c)(1) with State Science and Technology Institute (SSTI), Westerville, Ohio, to develop relationships at the state and local levels that are critical to the success of NIST?s (MEP) Program. NIST MEP has a system of Centers and field offices throughout the U.S. provides a mechanism to integrate Federal and state public policy goals responding to market forces and addressing the needs of individual manufacturers. To make the most of this partnership, NIST MEP strives to balance the priorities of U.S. national policy with those of state partners to create a robust and effective program providing U.S. manufacturers with the tools they need to grow and remain globally competitive. The objective of the State Relations Team is to develop and implement strategies that will enhance relationships between NIST MEP Centers and multiple stakeholders and participants in the MEP system. Given the unique nature of the MEP network, success depends on the understanding and alignment of state policy goals and objectives with national policy to create a partnership that leverages the strength of each entity. As the program evolves, MEP increasingly is focused on helping manufacturers identify and adopt new technologies for improved products, process, business practices and the development of new products. Two factors will impact the success of this effort: 1) Understanding the priorities of state officials, as well as agency missions, resources, capabilities and agendas, and 2) Developing the capacity to align these agendas with MEP priorities supporting innovation and technology transfer in manufacturing. In support of this effort, the NIST MEP uses a State Relations Team to develop and implement strategies that will enhance relationships between MEP Centers and multiple stakeholders and participants in the MEP system. SSTI has developed a nationwide network of practitioners and policymakers dedicated to improving the economy through science and technology. This national network provides SSTI with unique access to information. SSTI uses this access to assist states and communities as they build tech-based economies, conduct research on best practices and trends in tech-based economic development, and encourage cooperation among and between state and federal programs. SSTI is the nation's only organization dedicated exclusively to technology-based economic development, and it serves as a resource center for organizations interested in transforming regional economies through science, technology, and innovation. Based on the foregoing unique capabilities and experience of SSTI and based on NIST?s extensive recent market research, NIST has not identified any other sources that can provide the required services to develop relationships at the state and local levels that are critical to the success of NIST?s (MEP) Program. NIST anticipates negotiating and awarding a cost-reimbursement (no fee) contract with SSTI for a base period of twelve months from date of award and four (4) one-year options to extend the term of the contract for the aforementioned required services. The NAICS Code for the acquisition is 813920 with a size standard of $5.0 million. Interested parties may identify their interest; however, such parties must clearly and unambiguously demonstrate their ability to perform the requirement in writing no later than the response date in order to be considered. This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures may be used by the Government.
